This is a new case in Clarkston, Washington (population 7,355). It's the first murder in the town since the late 90s. (Rachel Anderson was from Clarkston but her murder is believed to have occurred in the Moscow, Idaho, area). While I didn't know the victim, by all accounts she was a very sweet person. Here are the details:
The nude body of an unidentified elderly female was found on a road near a beachside park the morning of Friday, Nov. 7 (near Beachview Park and Chestnut Beach). She was later identified as 69-year-old Ina Clare Richardson. An autopsy determined she had been beaten, raped, and strangled. She was very well liked, known to many, and very friendly. She often asked people for rides. She had been divorced for a couple of years and lived on Third Street in Clarkston.
She had last been seen at the Albertsons grocery store in Clarkston on Thursday night. Surveillance video showed her approaching a late model "box-shaped car" with mismatched hubcaps. The vehicle was picked up on other surveillance video cameras in the area (Costco, Walmart). A deputy stopped a similar vehicle a few days later leading to the subsequent arrest of 53-year-old Bisir Bilal Muhammad of Clarkston. He is a Level 1 convicted sex offender for crimes committed in 1977 in Arkansas when he was then known as Billy Joe Dallas. His other crimes include Battery, Residential Burglary, Theft, Forgery, and Escape. His most recent conviction was for a 2001 residential burglary in West Memphis, Arkansas.
He failed to register with Asotin County when he relocated to Clarkston. He registered in August after contact with local law enforcement.He has only lived in Clarkston for about a year and a half.
I did internet searches, and they show a Bisir Bilal Muhammad living previously in Newport, Oregon.

This is information from the Probable Cause Affidavit presented in court yesterday (11/12/14):
According to a Probable Cause Affidavit, Richardson was last seen at several businesses near the Clarkston Albertson's last Thursday night. She had reportedly exited the store at 11:08 p.m., walking in a southeast direction through the parking lot in the direction of Motel 6.
The affidavit says a distinctive-looking car entered the Albertson's parking lot from the 5th Street entrance and drove slowly past the store entrances and parked on the East side of the parking lot near McDonald's. The car was described as a "box-style" older American-made model with the front driver's side hubcap being dark and the rear hubcap being chrome.
"Richardson walked towards this vehicle. At a certain point the vehicle headlights came on, the vehicle was then seen driving away and Richardson has not been seen alive since," the affidavit says.
A search warrant was served on Richardson's home and none of the items she had purchased were there, and there was no evidence of foul play, the affidavit says.
On Monday, a Clarkston Police officer made a traffic stop on a vehicle that allegedly matched the description of the car observed in the video. The driver, identified as Muhammad, told the officer that he had driven home on the evening of November 6th from his job at the Quality Inn and was not in the Albertson's parking lot. He also reportedly claimed that there was another car in the area which looks like his.
An officer observed video from the Walmart parking lot which allegedly showed Muhammad's car leaving the Quality Inn, driving around the Walmart parking lot, and it was parked for a period of time in that lot, the affidavit says.
"Due to the rising concerns regarding Muhammad's involvement in this case, a search and seizure warrant for his vehicle was petitioned for and obtained. Muhammad's vehicle was not at his residence, so his cell phone was pinged and his whereabouts were determined to be in Lewiston," the affidavit says.
Clarkston and Lewiston Police officers responded to a residence on Linden Street and located the car. Muhammad was working on a fence behind the residence.
"Upon visual inspection, there were no apparent items of evidence, however, condoms, KY lubricant and a box of blue latex gloves were seen in the trunk," according to the affidavit. Muhammad accompanied officers back to the Clarkston Police Department and he initially told investigators that he went straight home and did not stop anywhere.
"When confronted with information that his vehicle was on video at the Walmart parking lot for 30 minutes, he admitted that he had gone to Walmart to cash a check. Muhammad said that Walmart would not cash his check because of a date issue. However, the video shows that he never got out of the vehicle. Muhammad said he did not know why he would have sat in his vehicle for 30 minutes and not gotten out," the court document states.
Muhammad also denied that he had been in the Albertson's parking lot.
"When confronted with the information that his vehicle was on video at Albertsons, he then admitted that he went to Albertsons, but denied that he parked near McDonalds," the affidavit says, adding that Muhammad told investigators he had gone to the store to see a friend. When that friend was questioned, the affidavit says that he told officials he did not see Muhammad on the night of November 6th.
Muhammad did admit that he knew Richardson because he used to work at Albertson's, but that the last time he saw her was several weeks ago. The affidavit says surveillance video from the night of October 31st shows Muhammad and Richardson exit the store together just after midnight.
"Muhammad and Richardson stand there and have a 7 minute conversation. No one else is around them during this time. Muhammad then takes Richardson's grocery bags and purse out of the cart, hands them to her and takes the cart back into the store while Richardson departs on foot in the same direction of travel as on the night she was murdered," the affidavit says.
Muhammad refused to provide a voluntary DNA sample, the affidavit says.
"Muhammad stated that he is a registered sex offender (Level 1 - prior rape conviction) and that he has already submitted his DNA as part of his registration requirement," the document says. He also refused to take a polygraph test.
Meanwhile, video was obtained from the Costco parking lot from the night of November 6th and it allegedly shows a vehicle matching Muhammad's driving northbound on 5th Street, just after the time it left the Albertson's parking lot.
"Sgt. Daniel and Chief Hastings observed what appeared to be two persons in the vehicle," the affidavit says. "Sgt. Daniel also observed on the video footage from Walmart's surveillance camera, the same vehicle at the corresponding time from the Albertsons and Costco cameras, travel northbound on the west side of the Quality Inn to a secluded area. The headlights go off, however the car continues further into seclusion and the brake lights are observed and then go off."
A search warrant was obtained for Muhammad's cell phone and it was allegedly discovered that between 12:17 a.m. and 2:00 a.m. there were approximately 18 phone calls between Muhammad and his wife. She told law enforcement officials that he had usually arrived home from work shortly after he got off work at 10:00 p.m., but that night he was late. When he did come home, "he was "agitated" and was being "evasive,"" according to the affidavit, which she reportedly said in the six years of marriage it had never happened before.
According to the affidavit, after Muhammad had returned home, his wife allegedly saw him pull a used condom out of his pocket. She told investigators that he tried to tell her that it was a latex glove.

Because of his history and the large time frame between his last known crime for which he was convicted (2001) to an alleged rape and murder (2014), and apparent relocation from Arkansas to Oregon to Washington state (and who knows where else), I am wondering if there might be some unsolved crimes which might fit his profile.
