There has been much information posted in the media and social media surrounding the case of 27-year-old Tyler Keplin. Here are the facts of how the case developed:
On 07/07/23 the Stevens County Sheriff’s Office received a request for a welfare check in the area of the 1000 block of Mingo Mountain Road, which is 2 miles south of the city limits of Kettle Falls. The Sheriff’s Office was advised there was about a 20-minute delay before anyone called us.

[REDACTED] DENIED THIS ASKING TYLER IF HE WANTED TO LOOK AT HIS PHONE. TYLER MADE STATEMENTS TO HIM ABOUT PEOPLE TRACKING HIS PHONE AND HE WONT BE ARRESTED FOR SOMETHING HE DIDNT DO AND TOOK OFF ON FOOT SAYING HE WAS WALKING HOME. [REDACTED] THOUGHT HE WAS WEARING A HAT, REDDISH BLACK FADED T-SHIRT, TENNIS SHOES. [REDACTED] STATED HE DROVE AROUND LOOKING FOR HIM, WENT TO COLVILLE AND THEN BACK TO THE JOB SITE AND COULD NOT FIND HIM. [REDACTED] DID NOT KNOW IF HE HAD A PHONE W/ HIM OR NOT- BUT ADDED TYLER TOLD HIM HE GAVE HIS STUFF AWAY AND PHONE WAS BUGGED. I CALLED # RP PROVIDED FOR TYLER 509-[REDACTED]. A FEMALE ANSWERED AND SAID SHE DIDNT KNOW A TYLER. I CALLED RP BACK AND HE DIDNT KNOW WHY AND STATED
THAT IS THE # THEY TEXTED TYLER LAST NIGHT. I CALLED THE # AGAIN AND THE FEMALE STATED SHE WAS A SOCIAL WORKER IN SPOKANE AND HAS HAD THE # FOR A LONG TIME AND DOES NOT KNOW A TYLER KEPLIN.
Deputies responded to the area and did not locate Tyler. Due to the fact that Tyler willingly left the job site, was walking on a paved road, was on foot in an area with over 80 homes within 1.5 miles, stated he was going back to Spokane, and appeared to not want to be found or spoken to by his family there was no indication Tyler was a missing person or search and rescue should be involved at this point. At approximately 4 PM we attempted to locate Tyler through cellular phone locating. Data showed the phone in the Spokane Valley. The location was given to Spokane County Sheriff’s Office, and they were requested to do a Welfare Check. This was approximately 2 ½ hours after Tyler left the job site.
On 07/09/23 at approximately 7 AM we received a call from Tyler’s sister. Tyler had still not been heard from. A missing persons report was filed with Spokane County Sheriff’s Office on 07/08/23 at approximately noon. Spokane County’s report indicated that Tyler had stayed at a Motel 6 in Spokane Valley the night before. His sister had gone to the Motel 6 and located Tyler’s car, which had his cell phone and wallet sitting on top of it. The wallet and cell phone were left presumably because Tyler was under the belief that he would be tracked by his phone (per earlier statements). Family indicated that Tyler had been suicidal in the past, was a heavy drinker, had quit drinking three days prior and they believed he may be going through withdrawals. Tyler was entered into a national database as missing.
Stevens County Deputies continued to conduct follow-up investigation. We learned that the property owners of the job site had seen Tyler walking down the driveway as they arrived but did not know which direction he went from there. Photographs of Tyler were obtained, and a missing person post was made to the Sheriff’s Office Facebook page of 17,000 followers. Facebook is the most efficient way of spreading news and generating tips throughout Stevens County. Many tips were received on possible sightings in multiple counties, but none were confirmed to be valid. Deputies returned to the area several times and contacted multiple individuals walking in the Colville and Kettle Falls area to no avail.
Conversations were had regarding the use of Search and Rescue at this time. There are numerous residences within the immediate area Tyler was last seen and Tyler purposely left the area with the idea he did not want to be tracked or found. Deploying a search and rescue team with no defined search area, direction of travel, and several days later is not a proper expenditure of very limited resources. Generally, Search and Rescue Teams are deployed when there is an imminent danger of great bodily harm or death and there is a defined area to search. Hot weather, extreme dry conditions, and length of time would render a scent tracking dog useless. A tracking dog would have had to be deployed within a very short time at the spot Tyler was last seen, and it is questionable even then if a dog could find a scent due to environmental conditions.
On 07/10/23 Deputies continued to check the area and follow up on tips that came into dispatch to no avail. A fairly credible tip was received of a sighting in a rural area approximately 10 miles southwest of the area Tyler was last seen. A subject matching his clothing description was walking down a rural road with his head down and darted into the woods like they didn’t want to be seen when it became apparent that someone was watching him. Deputies were on emergency calls when the subject was called in and were unable to respond before it was dark. This tip could not be verified whether it was Tyler or not. Detectives conducted follow-up investigation on this tip and could still not determine with certainty if it was Tyler.
On 07/11/23 Deputies continued the investigation. Many alleged sightings were followed up on, again to no avail. Deputies went door to door in the immediate area to determine if anyone had cameras or had seen anything. No further leads were generated.
On 07/12/23 at approximately 8 AM a hyper reach notification was put out to the area surrounding the 1000 block of Mingo Mounting Rd. asking all property owners and landowners in the area to ensure they have checked their properties and outbuildings for any signs of Tyler. A resident in the area called in and reported they had a subject exactly matching Tyler’s description on a camera at their gate at 10 PM on the night Tyler was last seen (07/07/23 approximately 8-9 hours later) This residence is .7 miles as the crow flies from the job site Tyler had left, and 2 miles by roadway and driveway from there. The camera was located .9 miles down a well-used private driveway where two houses would be passed by someone travelling down it. The resident advised the camera showed the subject walking down the driveway onto his property. Less than five minutes later the same subject walked back out the driveway the way he came. The subject did not appear to be in any type of distress and appeared like someone was out for a “leisurely stroll.” The subject didn’t pass cameras that were further down the driveway before they had turned around and went back. The resident advised they had already deleted the photos before they realized who it could have been and there was no sign anyone came to their residence.
Deputies and detectives continued to follow-up on tips. A drone was flown from the mouth of the Colville River up the drainage with nothing seen. There was no video footage showing any signs of Tyler at the Meyers Falls dam.
Consultations have been made with multiple Search and Rescue groups. It is agreed that due to Tyler leaving of his own accord, expressing he was going home, further expressing he did not want to be tracked specifically leaving his phone behind for this reason, and not having a defined search area, that Search and Rescue is not a viable or practical use of resources. This has been reaffirmed with the probable sighting of Tyler on camera in very close proximity to houses that could have been contacted if he was in distress. Water is also readily available in the area.
The Sheriff’s Office has been in contact with multiple property owners in the area. They have advised they have diligently searched their properties and outbuildings and advised it appears the entire neighborhood is aware of the situation and doing the same.
Currently the possibilities are endless in this investigation. It is possible, but hopefully not the case, that Tyler has suffered a medical emergency. It is equally possible that Tyler is intentionally avoiding being found or left the area. The Stevens County Sheriff’s Office is continuing the investigation and following up on leads provided.
