''The Fond du Lac County Sheriff’s Department is working with the FBI to locate a missing Fond du Lac County man. James S. Ruland was last seen in October of 1995 and has been officially added to an FBI website for unsolved missing persons cases. Ruland was last seen Oct. 26, 1995 in North Fond du Lac.

Ruland’s sister reported him missing nine days after he was last seen. His vehicle, with the keys still in the ignition, was located at the Stretch Truck Stop, along with personal effects.

A $15,000 reward has been offered by Ruland’s family for information that leads to solving the case.

Ruland is described as a White male, six feet tall, 160 pounds with brown hair, blue eyes and wearing glasses. He was last seen wearing a green camo jacket and silver wire-rimmed glasses.

James Ruland’s DNA profile has been entered into the nationwide CODIS database, according to the FBI.
Anyone with any information is asked to contact the Fond du Lac County Sheriff’s Office at 920-929-3377, or you can call 920-906-4777 to leave a tip anonymously.''

Ruland, circa 1995
''Caucasian male. Brown hair, blue eyes. Ruland had a mustache at the time of his disappearance. He wears silver or gold wire-rimmed eyeglasses and has two damaged fingers on his right hand and a plate implanted in the back of his head. He has scars on his forehead, his left knee and the back of his neck. Some agencies spell his last name "Ruhland."

''Details of Disappearance
Ruland was last seen by his coworkers at Kaytee Products in Chilton, Wisconsin on October 24, 1995. At the time of his disappearance, he was divorced with two children and lived with a roommate in Ripon, Wisconsin but he was in the process of moving to Kiel, Wisconsin to live with a new roommate.

In the two weeks prior to his disappearance, Ruland got a new car and asked his parents, who lived in Florida, to mail him $2,500. They did so on October 16. He attended church on October 22. On November 2, he didn't pick up his paycheck, and on November 4 one of his siblings called the police and reported him missing. He has never been heard from again.

Over a week later, Ruland's car was found abandoned in the parking lot of the Stretch Truck Stop in the 500 block of east Pioneer Road in Fond du Lac, Wisconsin. It was full of his personal belongings; he may have been in the process of driving it to his new home in Kiel. There was blood on one of the car tires, and cigars in the front of the vehicle; Ruland did not smoke.

Ruland's roommate in Ripon, Jerome Baier, cashed the $2,500 check Ruland's parents mailed him, and also used another check made out to Ruland, for $46,32, to pay the gas company on November 1. Baier was charged with two counts of forgery and one count of uttering a forged check. In 1999, he took a plea agreement to resolve the check fraud case. Investigators searched Baier's pig farm in 1997, and also searched other places, but didn't find sufficient evidence to charge Baier in his roommate's disappearance.

In 2000, the message "James Ruland lies here" was found written on near the bathtub bathtub in the Ripon house that Ruland and Baier had once shared. Authorities investigated the writing, and Baier's sons admitted they'd written it there as a joke.

Ruland's case remains unsolved.''

What happened to James Ruland? Fond du Lac County authorities search for answers 25 years after disappearance

While Ruland's name had been entered into National Crime Information Center register not long after his disappearance, the Sheriff's Office entered his information into the Violent Criminal Apprehension Program last year. This program, also known ViCAP, is an FBI database that also holds case information in the hopes of finding links across the nation. Certain cases and details are visible to the public as alerts.

Law enforcement, forensic professionals, medical examiners, coroners and family members of missing persons use NamUs to find links between missing persons details and unidentified or unclaimed persons details across the United States.

This could include physical or biological similarities between cases, such as DNA, tattoos and past broken bones, according to LaMotte.

Ruland was 40 years old at the time of his disappearance. He was 6 feet tall, weighed 160 pounds and had scars on his forehead, the back of his neck and his left knee. He also wore gold wire-rimmed glasses and had two damaged fingers on his right hand at the time of his disappearance.

Anyone with information is asked to call the Fond du Lac County Sheriff's Office Anonymous tip line at 920-906-4777 or LaMotte directly at 920-929-3377.

Missing Ripon man James Ruland now on FBI public alerts

I have the impression that he was murdered by the roommate... perhaps the roommate was homosexual and told Ruland of his intentions with him or he may have made sexual advances towards him... in a fit of rage he murdered him... also It could be that he really wanted to keep his money and the only way he saw was to murder him...
either way
rest in peace

<<The FBI says James Ruland’s DNA profile has been entered into the nationwide CODIS database.

The FBI has issued a ViCAP alert on James Ruland. That’s the Violent Criminal Apprehension Program. The FBI says ViCAP is the “largest investigative repository of major violent crime cases in the U.S. It is designed to collect and analyze information about homicides, sexual assaults, missing persons, and other violent crimes involving unidentified human remains.”>>

<<Ruland sustained a severe head injury when he was young which required a shunt implant. The initial shunt failed, necessitating a second shunt. The implants required “bilateral burr holes” so the shunts could pass through his skull. Fond du Lac Sheriff’s Office is requesting assistance with locating Ruland.>>

I emailed the sheriff and asked if they still had the cigarette butts. Technology has improved so much since 1995, they could now test for fingerprints from oils and dna.
