Unlikely since both dawn and Racine JD have DNA, fingerprints and dental in Namus.
I wonder whether this UID could be Lori Ann Krueger (see bottom image). Krueger was accused and later charged with abducting her daughter, Stacy Ann Kathleen Rudolph, then 13, from Medford, WI, (east of Eau Claire) on December 2, 2000, but the details are very sketchy, and obviously, as Lori Krueger is presumed a fugitive felon, you won't find her on the missing persons sites. Stacy has no DNA available, which isn't surprising considering that her mother is missing.
The thing is, the UID and Lori resemble one another facially enough that I think it's worthwhile asking . . . when was the last time someone saw Lori?
Height and weight match well with Racine County Jane Doe, and eye and hair color are okay, though her age, 30, would be at the high limit estimated. Her daughter went missing a year and a half after the UID was discovered, and given the state of her relations with the daughter's father, and her absence, it would seem a reasonable thing to assume the daughter left with her. But 13 years is a long time to go without resurfacing.
Interestingly, 10 years before Stacy and her mother went missing, a Kerry Aileen O'Brien-Krueger went missing from Burlington, WI, which is close to Raymond, where the body of Racine Jane Doe was discovered, under strange circumstances.
Now, admittedly, there are a lot of Kruegers in Wisconsin. Even so, it seems odd that a couple of people with the same surname should have gone missing in the span of 10 years from the same state. I'm wondering whether the Taylor County police ever established exactly when and where Lori was last seen. She wasn't charged with the abduction of her daughter until 2002.
I stumbled across this page the other day. I was amazed how much the image on the right under the post titled Vanished and Not Seen Since resembles Racine Jane Doe. This photo is not on her Doe Network page, nor any other place that I could find, but the resemblance is, IMO remarkable. The photo looks to me like it was an image done at one time by the NCMEC. The photo they have up of her now, looks nothing at all like that.
I also agree that NAMUS is not the sure all for missing persons. Like everything else, they are not perfect. I think sometimes any system can use a little help.

You mean Doreen Vincent? That looks like it might be the age progression of Doreen that they used to use in the New England media. I think it might have been done for the ten-year anniversary of her going missing. They've got at least one new one since then, that shows what she might have looked like at 38. Her two upper front teeth protruded slightly, a rotated incisor, and she had several missing or decayed teeth. ME had dental notes but LE is checking for x-rays.

I had read an article recently where a boy was never reported missing by his adoptive parents. Only 8-10 years later did his sister (not sure if blood or adopted) reported him missing. Those parents were convicted of some sort of fraud related to adoption and benefits.
I'm bringing this up as a sort of a possible explanation for why we've seen so many kids who are still unidentified. Maybe this was the issue with Racine Doe.

We know she was abused; but was she sexually abused or recently had sex before found? I would think that they would soon know if he's responsible for her murder with all of the new testing they did.

I don't get the feeling that these cases are related, outside of a possible cognitive disability, RJD does not fit the "type", also she was just tossed out in the open. SZ concealed/hid the bodies of the 2 victims we know about. JMO, yet I would think that LE is looking into the possibility.
