The complaint says she said she dipped the child in the water, at which point the child began kicking and screaming. She then held the child in the water for about a minute, before realizing how hot the water was and removing the child from the water. She said she noticed the child's skin was blistering and peeling -- and said she tried to treat the burns at home. She said the child got worse over the next few days, but she didn't take her to the hospital because she "didn't want CPS to take her children."

This baby was returned in May. There was a CPS visit on 9/19 and on 9/21, Mom accidentally burned her in the tub. By 9/23 the baby was dead.

You do not accidentally put a baby in too hot water. The child would have be arching away from it and probably could communicate that it was 'burny'.
Crying because 'I don't want to do this' is quite different to screaming in agony.

You would know it was too hot. Hot enough to do this? The water would be STEAMING!
The baby would SCREAM the second she touched the water.
