There could have been a financial barrier here (insurance often won't approve 100% of the cost of a wheelchair) or it could be due to a lack of medical care. Autism is a HUGE spectrum and some people have very mild/subtle communication issues. Most people wouldn't know I was autistic if they only had a short conversation with me, for instance. Could be a similar situation with this girl.
