I’m curious, not knowing what the sheriff's motivation was why are you sure he deserves that when you are willing to reserve judgement in the Arkansas case? Is it the law enforcement angle or something else?

People are literally calling him a hero here, how is that not praise? There may be parallels between this case and the case of the sheriff who shot the judge - we still don’t know the motive there, but I don’t recall anyone siding with the sheriff.

The round concrete things are in fact dolphins. I boat on this water and they are marked on charts (including NOAA) as dolphins not channel markers. They may have been inadequate, but they were intended to help protect the bridge.

There are four dolphins in place to help protect the bridge abutments. They are concrete and you can see one right alongside the Dali around midship in the photo above.
