Agreed. At least in IL, although I can't imagine that changes by state, cases become inactive or "cold," but they are never closed unless they are definitively solved.
There is a huge difference between contacting someone and contacting LE. If LE or the family had a verified contact I agree that he would be removed as a missing person. If some friend came forward and said he contacted me and they couldn't verify it they would treat it like a tip.
