Also keep in mind it was a chilly day not too cold but still chilly. If that person had been out all day then his hands would have been cold. It would have seemed even colder walking over water in an open area.

Someone who is used to walking on that bridge. Even if you are used to heights you can't be too sure footed on an old bridge like that.

I don't believe the city or the company that owns the rail wanted people walking on that bridge especially since there are no railings. There are Monon rail trails in Indianapolis and the ones open for pedestrian traffic have been rehabbed with railings to keep people from falling over the...
