So I poked around a turo group to ask about how insurance works.
For the car owner there is $750,000 of liability insurance through Traveler's Insurance provided by Turo. Obviously this would exceed that. There is also insurance for vehicle replacement, at varying levels of deductible...

Yeah, I updated my post with two paragraphs quoted from the article, where Fox said he was not believed to be the person who crossed the border in November.
I don't think he was targeting people necessarily. He originally tried to get back into his own classroom, so if he was targeting anyone I'd think it would be there. But since the door was locked, he seems to have turned to the first unlocked door he found and started shooting.
If someone did go through that trouble, I assume they were probably up to other nefarious activities as well. Or at least, considering nefarious activities in their immediate future.
You could probably make up a name. But they do require payment and I'm not sure how you could pay for a rideshare without that being trackable. Do they take prepaid cards, maybe? Or cryptocurrency? I've never heard of a rideshare that takes cryptocurrency but that would also be hard to trace.
The fact that they've not located him with all this information makes me wonder if he's not a native. So many photos, and the rideshare would have his name and credit card information, one would think.
