The man in the video could be an opportunistic burglar scoping out the student accomodation at the Limes? I was a student at the college - although I never lived at the Limes - break ins were extremely common .

I'm also sure that the police will have done a "gait analysis" on the man in the video and will know whether the two men are one and the same.

About the dye - it looks like blonde dye but Claudia's hair was much darker at the time of her disappearence and it seemed she had a preference for darker hair at that time.

Yes, it's a bathroom and it's just a single pane whereas others in similar houses in the area are double. There's also a large white house in the background.
