The most likely answer is that the landowner walked down to a drying/receding water body on their property, saw a phone exposed on the bank, put two and two together and called the police.
My guess is it would be best for the accuseds siblings to be elsewhere, to continue schooling, perhaps even remote/home-schooling.
Schools are awful places at times. I don't think the siblings peers would be gathering around to support them too much, but rather distance themselves and gossip...
Perhaps a similar outcome will eventuate for Samantha and her family...

My post was deleted too. All I suggested was the 5-IC part of the registration may have meant to be interpreted as "SICK" (cool sick) as I have seen it used before like that on license plates.
