It's a turtleneck or mock turtleneck with OCDC (orange County Department of Corrections) embroidered on the neck. They are quite common in uniformed LE, Fire and EMS services these days and in some have replaced the wearing of ties. (which some view as a safety hazard)

I was wondering about this as well. I was picked for jury duty for a trial and every.single.witness was asked to spell their last name for the court reporters benefit.
