I believe he will follow through,especially since it has come up again. I also think he's ready to call JB's bluff.

Oh he outright said today that the court cannot simply issue threats. To not follow through is to not just to ket JB get away with something but to undermine or abrogate the power of the courts and leave the bench toothless.
The delay or hesitancy is simply because HHJP cannot find any cases where it has actually come to this before. So he needs to word his ruling and his opinions very very carefully. This will be reviewed by a higher court, and there is not a good record for them upholding such rulings. HHJP is in a very harsh place because of JB's antics. He is absolutely forced to take an action that in some way will come back to him. But he cannot not do it as failing to do it undermines the courts.
Yeah I really don't think he is going to go easy on JB when the dust settles. HHJP seems to have a long memory for details. He can forgive JB for pissing him off, but this willful challenging of the court and court orders. I think JB is looking at whatever the max contempt penalties can possibly be. And I bet HHJP is drafting his letter to the bar during the break.
