A question about certain doe cases

I have noticed that the Greece John Doe has recently been identified. But the thing is, they have witheld his identity.

Same with the little cowboy Jane Doe. She has been identified, but her identity withheld.

Anyone know why this is? They bith died in the 70's, so why withhold their identities?

Simply the family likely don't want to be bothered by random people.
