I got my SSN when I was 5 after we moved to AK and needed one for the Permanent Fund Dividend. I applied for one immediately with all of my kids for the same reason.

Also, I looked up mine, my son's and my daughter's. Mine the year was off by 2 years, my son's was spot on, and my daughter's was off by 2 years. All three locations were correct, but it was based on the address at the time of the application, not where we were born. I think it is feasible that IK applied for his SSN at 18 for selective service registration, and the SSN year designation is off by 2 years.
