Well, I was there 35 years ago, maybe they lightened up...LOL.

And it might be different with contracted services too. They aren't long-term hires.

That's what I wondered too, after the articles following his arrest. But this is what the KTVA article said tonight:

APD spokeswoman Marlene Lammers says Keyes has been identified only as a person of interest, not as a suspect.

APD'd left hand doesn't know what its right hand is doing. The detective said in the press conference that items found in the car were related to Samantha, and that he was a suspect.

I know there is a difference between a suspect and a POI but apparently APD don't ... who would have figured that?

So speculation on when he will be transferred to Anchorage? I was wondering whether it was over the weekend when we couldn't find his name on an inmate list.

Hmmm, it looks like they give Indian, Veteran and Handicap preference, but I don't see anything requiring Indian hire. http://www.makah.com/pdfs/AppForm.pdf

I believe that they can hire outside "contractors" that are not necessarily Native American, Members of any tribe, etc. Not sure about direct employees? Just know what I know from experience as an outside "contractor" company that had business dealings with the Makah.

good point! Also, my husband does construction. I know that someone looked up his business license, it was expired, and they are kinda sticklers when the city is concerned (permits, etc.). It also made me think of something else. My husband bid a job a few months back, the homeowners didn't hire him, and said they found someone to do it for like $5000. My husband told them it was pretty much impossible because the materials cost more than that. They didn't listen, paid the guy the 5 grand upfront, and never saw him again. He could have been running a scheme like that also. People seem to put common sense on the back burner when they think they'll save some money. There was another guy busted in Anchorage maybe six months ago for taking peoples money and never showing up to do the work, some people are naive.

I was curious about the rates he has on his website. They are REALLY low, especially for Alaska. Like too-good-to-be-true low.

Do you see a date to the left of the Lt Colonel's name? No. Its not official unless there is a date there. The military is very meticulous about everything on an award being perfect. That is not an official award. I don't know what this guy thinks he is accomplishing by putting it out there but its not official. Look I served 20+ years and am retired so I do know what I'm talking about. I also served on the Inspector General's Team, Joint Task Force-Alaska, and Quality Assurance during my 20+ years. IK's so called award is a fraud.

I looked up a couple of the Army's manuals on giving out awards. They have tons of rules, many of which were not followed on IK's award. They stress how important it is to protect the integrity of these awards by having everything PERFECT.

I was leaning towards thinking that the base IK was at just had a particularly sloppy person doing the awards, but after looking at those manuals and reading what you have written, I do think it is likely a forgery.

Still, it is odd that IK would misspell his own name. My first thought was maybe it was a word processor auto-correct type thing, but my word processor says Isreal is misspelled whereas Israel is correct.

I had said that in an earlier post, doubt he was that busy, if he was trying to undercut like that, MOO, of course.

I also thought it was strange when his city license was expired, that's about the cheapest of expenses. Doubt his bond and insurance were up to date if his business license wasn't.

I also didn't see on his website where he even mentions bids, I really don't think he was doing more than some small decks, remodels. I doubt he had any large jobs or access to any large construction projects like I've seen brought up, I don't know anyone who would even subcontract someone without their business license, too many inspectors involved.

Yeah, I think so too. I seriously doubt he was pulling permits for anything.
I don't think that is so unusual though.

Something I thought of once I read lapses in licenses etc - may be because he makes easy money now - like drug money. He can still play contractor, get a little work here and there, do some odd jobs in the yard ... look and act like a contractor but make the real money elsewhere.

To me (MOO IMOO IMHO :moo: etc) he doesn't look like your average drug type guy. He seems pretty clean, not seeing tattoos or anything anywhere (not that tattoos are a sign of a criminal), clean shaven ... kinda pretty average. Has a lady and a child .. works on his house etc

i don't think its unusual, but I had read something about how she could be dumped at construction sites, and I don't think its any more likely than if he wasnt a contractor, I don't think he had any big projects, and probably not many without homeowners being on site.

He wouldn't dare do that here. You have to have a permit for everything. I'm still stunned of him being in Neah Bay...of all places on earth. Port Angeles, about 30 miles down the peninisula would be where the work is.

Neah Bay is a good place to hide out..

We don't know. he was charged with access device fraud and everything else is sealed. I don't even think all that evidence is listed in the sealed documents. They probably finished processing the car on Friday. He was arrested Tuesday and it went public Thursday.

Starting to get interested Whisperer? lol It really is an intriguing post and most of us have differing thoughts on things. All totally possible too. from he was the one that took her to he is a small fish in this whole thing.

My first feeling is he's the fish. I try to keep things simple. I know nothing about the case. I know she worked in a tiny drive-up coffee hut...and vanished after her shift. I would assume the perp was familiar with her or her hours.

I would think it was a one person job...probably sex-related. She was like a sitting duck working in that place. Were there any signs of a fight?

Yeah the kind of business he does seems to be mainly under the table. You contact him to do something small like build you a ground-level deck. He shows up, does the job for fairly cheap, and you don't ask any questions. About permits or anything.

Which really would be a nice set-up if you were a serial criminal. There's no trail except the one he wants to create.

All I know about these type of crimes is to NEVER leave with the perp. Fight to the death. Do not move from your spot and think to yourself it is better to die here than go to the terrible death he may have in store for me. I wish everyone was taught this.

Most of the time, the perp will leave and you won't be harmed....many of them do not want the fight or the trouble. They are lazy in many respects and depend on intimidation to get you where they want you.
