Identified! AL - Blount Co, WhtMale 1139UMAL, 33-43, .22 revolver, alias 'Chad Singleton', Oct'05 Patrick Grayson Spann

Really confusing case we got here. How could this man NOT be the husband of the woman who said she last saw him taking her driver's license? The license was literally right next to the body. I wonder if this man stole the license from the husband.

I think I am confused, why was Jason Scott Adkins ruled out as being the unknown male? If the unknown stole identities, the DOB for Jason is 4/1/75, and Chad is 4/1/72. I just wonder if that was part of changing identities. This site is the best, I love all the different idea, insights !
 
Identified as 32-year-old Patrick Grayson Spann. Spann assumed the alias "Chad Patrick Singleton" after he escaped from the Hinds County detention facility in Raymond, Mississippi. He was serving a 2 year sentence for possession of cocaine when he and another inmate supposedly went on a work assignment only to escape from jail in 1998. The Mississippi Clarion Ledger interviewed the work supervisor so Patrick's disappearance did receive a bit of coverage. I really wish he was listed on a missing person's database, maybe this would've been solved sooner.

He's been identified! What great news. I love how frequently this is happening. I look forward to a day when most of the does have been identified!

I have actually been looking at a ton of escaped convicts from the 60s,70s,and 80s as possible John/Jane Does lately.

It's hard to find official lists seeing as a lot of states removed these lists from their DOC (Department of Corrections) websites. But at one point there was a list a journalist was able to compile that showed over 1500+ escapees were never found. Someone never contacted family or never kept in touch, just stayed on the run.

I reckon as genetic genealogy comes more and more into play with these unidentified John/Jane Does, that we will hear of this more often.

I read somewhere that they can not compare criminal databases with NCIC but I can't recall why.

#UP17458 is someone I think is an escapee as well as a few more I have been keeping my eye on.

I think we should be looking at possible connections between escapees and Doe's more often.

This question has continued to bug me, so I did some more digging and was able to find this on the NamUs website.

NCIC stands for the National Crime Information Center, which is an FBI system used by law enforcement agencies across the country. The NCIC database currently consists of 21 files. There are 14 persons files, including Supervised Release, National Sex Offender Registry, Foreign Fugitive, Immigration Violator, Missing Person, Protection Order, Unidentified Person, Protective Interest, Gang, Known or Appropriately Suspected Terrorist, Wanted Person, Identity Theft, Violent Person, and the National Instant Criminal Background Check System (NICS) Denied Transaction.
Family members can provide voluntarily DNA samples to be profiled and uploaded to CODIS, where they can only be searched against the profiles of unidentified persons or remains in CODIS to locate their missing loved one (34 U.S.C. § 12592(a)(4)). DNA profiles for family members cannot be searched against the CODIS profiles of arrestees or convicted offenders, or profiles of unknown suspects who have committed crimes.

I am guessing this means they don't compare the two separate databases against each other.

I am guessing this also means that any long term escapee's CODIS profiles aren't being searched against John/Jane Doe's? (seems like it would save money and time if they did that, especially for the older ones from 1960s,1970s,1980s)

But what about when a John/Jane Doe is being worked on using forensic DNA testing, is that DNA checked against incarcerated databases? Or do the same regulations apply?

@othram would you happen to know the answer here? It would be so greatly appreciated if you had any info regarding this. This question has been driving me crazy.
