And another thing...sorry. If she did it because she wanted it to be stolen why didn't she go along with it after it was towed off. She had no way to know that it wasn't stolen and towed instead. Unless she actually saw it get towed or someone told her it was towed. I doubt she went into the Amscot and asked them what happened to the car. She would have just driven by, seen it gone and thought "Oh, my plan worked, the car is stolen." But then she didn't followed up with the plan and report it stolen.
