I'm gobsmacked. From the article:

William Alama Miller, 44, now a resident of Cottage Grove, Oregon was arrested Saturday night (November 7th) by a Special Agent of the Arkansas State Police Criminal Investigation Division. The arrest occurred in Lane County Oregon after the state police special agent assigned to the case learned Miller had returned to his home following an extended stay in the Philippines.

This guy got around!

Man arrested in 2004 killing of Arkansas woman Rebekah Gould

William Alama Miller, 44, faces a charge of first-degree murder in the death of Rebekah Christian Gould.

Gould, 22, was reportedly last seen taking a friend to work at Sonic restaurant. She was a student at Northwest Arkansas Community College in Fayetteville with dreams of attending the University of Arkansas. Gould was supposed to meet up with her sister to head back to Fayetteville, but never showed up. A check of the home she had been staying in found signs of a struggle, including a bloody mattress that had been flipped over.

Authorities and family members searched for Gould for several days. Her body was found Sept. 27, 2004 on a hillside off Arkansas 9 south of Melbourne. She had been bludgeoned to death.

Him being in the Philippines for an extended period of time makes some of what I’ve seen in Facebook groups make a lot of sense. Not sure if I’m allowed to share what family members have posted in one of the Facebook discussion groups about the case... So I will say that I believe they have known who was responsible and where he was for a while.

*Edited for clarity.

Snips:
Gould had gone to Guon to visit friends and police say she was killed during a struggle in the home where she was staying, the Baxter Bulletin reported. Her cause of death was believed to be a single blow to the head. Searchers found her body a week later at the bottom of a 35-foot embankment off a highway.
...
Izard County Sheriff Jack Yancey told KAIT-TV that Miller became a suspect a few months ago.

“At that time, he was actually living in the Philippines,” Yancey said, according to the station. “Just very, very recently came back to the states in Oregon where he lived up there."

He said an agent with the Arkansas State Police armed with that information, flew out there and interviewed him.

The sheriff said over the course of the interview the agent “developed enough information that we could file charges.”
...
Gould's father talked about his daughter on the “The Dr. Oz Show,” the Baxter Bulletin reported.

“She was a truly beautiful spirit," Larry Gould, a dentist, said. "She was filled with love and kindness. She had a huge heart. She would do anything for anybody at any time,”

Suspect in 2004 Izard County cold case fighting extradition | KARK

William Miller, 44, faced an Oregon judge Thursday as Izard County authorities attempt to bring him back to Arkansas.

Court officials say Miller is fighting extradition, which means authorities will have to seek a Governor’s Warrant.

Miller was arrested Saturday night in the death of 22-year-old Rebekah Gould.

The Izard County Sheriff’s Office says Miller, visiting from Texas, was in Melbourne for less than a week when Gould was murdered.

Man arrested in Rebekah Gould's murder fights extradition

The man jailed in connection to Rebekah Gould’s murder, William Alma Miller, 44, has not signed a waiver of extradition from Oregon to Arkansas and is still being held in the Lane County Jail in Eugene, Oregon.

The state of Arkansas has a limited time to pick up Miller —until December 23, 2020. Since a waiver has not been signed, the state of Arkansas needs to get a governor’s warrant and present it to the state of Oregon to get Miller released and bring him to Arkansas to face the first-degree murder charge.

One requirement for interstate extradition on an Arkansas governor’s warrant is that the person named in the warrant is actually that person, also that the warrant has the appropriate signatures, according to Miller’s public defender Tucker Campbell.

Miller has the legal right to file a writ of Habeas Corpus should Arkansas not pick him up by the December deadline, because he [Miller] would then held outside the legal time limit, said Campbell.

Rebekah Gould: William Alma Miller to be arraigned on murder charges

Dec 23
The 44-year-old Oregon man, William Alma Miller, accused of killing Rebekah Gould 16 years ago is set to be arraigned today, Dec. 23, in Izard County on a charge of first-degree murder, according to electronic court records.

Court records containing small amounts of information in the case first became publicly available yesterday. The records indicate prosecutors filed a motion on Nov. 9 asking for an order to seal the affidavit in the case and that a judge granted the motion on the same day.

Without access to that affidavit, it is unlikely the public will be given access to any details as to the evidence that caused prosecutors to charge Miller with killing Gould.

Suspect Arrested In Murder Investigation Posted Theories About Her Killing In Facebook Group

June 4 2021

Jennifer Bucholtz is a private investigator and admin of the "Unsolved Murder of Rebekah Gould"Facebook group.

In January 2020, William Miller sent Bucholtz a direct message about RG’s case. Miller had sent her a newspaper clipping from 2004 that mentioned a neighbor had heard screams around the time Gould was murdered. It was a clipping that she had been sent plenty of times from members of the Facebook group. But just 11 months later, William Miller was arrested for Gould’s murder.

.....

Bucholtz and George Jared (an award winning investigative journalist) had teamed up to investigate the murder of Rebekah Gould, which was being formally handled by the Arkansas State Police. A part of their efforts was setting up the "Unsolved Murder Of Rebekah Gould" Facebook group in November 2019.

Shortly after, Bucholtz said, in January 2020, she started receiving direct messages from William Miller, a 44-year-old Texas man, who had joined the Facebook group and was an active participant posting theories, even claiming at one point McCullough and Gould were in a love triangle, Jared told the audience.

At first, the DMs seemed like any other ones she received from group members — until she realized he was actually Casey McCullough's cousin, Bucholtz said. She considered the possibility Miller was sharing whatever she said with McCullough so she tried to be careful with her responses. Miller, though, repeatedly expressed sympathy for Gould's family and told her he wanted to get justice for Gould. He even sent Bucholtz the name of the neighbor who had reportedly heard screams around the time Gould was killed.

Then, in November 2020, Miller was arrested for her murder.

Miller has been charged with first-degree murder. His trial is scheduled for August 2021, according to the outlet.
