AR - Rep. Harris rehomed his adopted daughter to man who sexually abused her

Totally creepy and worth some real investigations of the church group.

The "church" group and the attorneys who facilitated it. Perverts hide behind religion, it's a known fact.

Many LEO will openly say that the pedophiles you know about are not nearly as concerning as the pedophiles who have never been arrested. I think disclosure to families would be the right thing--morally. He seemed like he had a clean record. I would think that LE and DHS was the best to disclose to families because the CC facility would not have the most accurate information and could not legally disclose about what was alleged.

I could see asking parents who were interviewed to not disclose so they could have a clean investigation.

It is very creepy to think that you might not find out about the allegations made about someone who took care of your child.

BBM. This is true and is also why private rehoming of all adopted children should be illegal.

APPLETON, Wisconsin – Online, she called herself Big Momma; he went by the name lovethemcute. And in the summer of 2006, housemates Nicole Eason and Randy Winslow were surfing the Internet with a common objective.

Each was looking for children.

Perverts hide behind anything they can.

I have seen nothing to indicate this case and the allegations have anything to do with religion.

I've canceled several long posts. Suffice it to say, this infuriates me beyond my own belief. I shake with anger whenever I think, speak, or write about it. The "man" needs to resign. And their daycare license should be revoked. I pray that the state media will stay on it and dig something up that will send him to prison. And I'm sick and tired of the DHS. It should be overhauled (again). I pledge that I will be involved in every protest, sign every petition, etc. until he is run out of this state.

I'm appalled at the news that there was no requirement to notify parents of children at this preschool of the sexual abuse because the abuse which netted a conviction did not happen AT the school. What??????

Then why the hell do we have sex offender registries that identify convicted abusers to everybody in their neighborhood, city, state, and world at large???? Yet we DON'T notify parents of children under the direct supervision of convicted abusers??? Am I MISSING something here????

Thank you for posting this link, daisy7.

I am glad to see the foster parents made contact with the media and were able to get corroboration for their claims. I was concerned their info might get lost in the petition comments, and just be viewed as nothing more than rumor. In any event, this part is esp important:

3202d77f.gif

"In most conversations with us, [Harris] would mention Cecile's name. 'Well, Cecile said this, Cecile said that.' They were impatient for papers to be filed and did not want to wait for anything. They wanted it to happen faster than it did," Cheryl Hart said.

[...]

"And at the hearing, the ad litem attorney — you know, the one who is representing only the interests of the children — said, 'When we met less than a couple of days ago, everyone's recommendation was for these kids to not go to this home. Now, what has happened in the last 24 hours that everyone's recommendation has changed?'"

"Harris' face was getting all red," Cheryl said. "And the ad litem asked him, 'Did you make calls?' And he finally said, 'I did what I had to do to get these girls.' I expected the judge would [stop the adoption] but she gave them the oldest girl." The younger two soon followed.

EYESR_zps1dff9e53.gif

Why? Why were they in such a hurry to get these girls? To only turn around six months later and hand them over to their long time (20 years, by their account) friend and pedophile?

Something is really wrong with this picture. Esp since their school allegedly targets under-privileged and special needs preschoolers. And yet, six months after they adopt these girls, they suddenly can't deal with them? To the point they send them off to their pedophile friend?

Imnsho, Someone needs to review these people's history and those they surround themselves with. For example, find out if they or their friends have previously adopted and/or rehomed other children? What about other members of their little god's soldiers (or whatever it's called) preschool?

Btw, here's a link to the breakdown of the state funds their preschool is receiving. link

Oh and. One last thing. What was with the way Harris spoke of the 8 year old girl????

In theory, he abused after he was fired from the daycare. Parents of children he had contact with were interviewed after the abuse happened. He was not a known pedophile when working at the daycare. The LE interviewed parents and found that there was no abuse. He had worked in the daycare for only a few months because he had attendance issues.

The big issue was that he was caught after he worked there. But, I do wonder when the other two children were abused by him.

Foster family disputes key statements

I think the answer to the question of why the Harris family was pushing so hard to get the girls as quick as possible is an easy one. As an AP, once our child was identified I didn't want to wait. I would have done anything to move things faster. BUT, the role of the agency, social workers, and government entity is to make sure the process works and is applied in a way that protects the children more than make the AP happy.

I am appalled at the description of the Harris family. If they knew that one of those girls had been abused, their actions were a total disregard of keeping her safe. They failed her because they chose: to hand her over to a new family with little oversight, to fail to make an appropriate plan for her emotional well being, to take a child who has been in numerous families and make a shift without getting proper supervision, to pathologize her while putting her in a situation that she could not contextualize. Oh my, I hope this story does not go away before the full truth is known.

Just as there have been abuses and irregularities in international adoption, the world of foster care and domestic adoption will also benefit from daylight and questions that can lead to reform.

I don't see this as an issue of religion as much as an issue with this church and the workings of this church with the daycare. The pedophile abused children in the church. Under the umbrella of the church, the daycare served poor and vulnerable children, including the children adopted by the Harris family. The idea is that the church should be working to protect the most innocent. I think the issue with religion comes into play when the ideals of the religion are subverted by the needs/desires/poor judgment of the men/women in power. It is particularly galling that Mr. Harris and some of his peers use the bible verses and the name of their faith to excuse their behavior while placing culpability on everyone else.

A fish rots from the head down. The Gov. should demand the resignation of the head of DHS.

I am feeling more uneasy each day since this case broke. My hinky meter is clanging pretty loudly and insistently about JH. This entire situation is not just a misunderstanding, IMO. Every single new detail that comes out is more and more disturbing, and I think there are more uncomfortable layers and details that will soon come to light. I don't believe a single word out of JH's mouth anymore.

First and foremost, he should resign immediately, IMO, for the good of his district and the State-- JH has become a huge distraction right in the middle of the legislative session. And I hope a very comprehensive criminal investigation of every aspect is begun. It's outrageous-- from the government funds for religious education (taken eagerly by a politician proponent of smaller government, no less!), to the allegations of undue influence in the adoption of the girls, to the rehoming to a pedophile, flinging Bible verses at reporters, etc etc etc. It's just slimy. Reeks of corruption, IMO.

Daily Mail:

'If they were violent, they were taught violence': Foster mother who cared for girl, 6, raped after Arkansas State Rep. gave her away to a friend blasts claims he and wife made in press conference

Justin Harris adopted girls in 2013 - then gave them away after six months

Handed them over to Eric Francis, who went on the rape the six-year-old

Francis was convicted of sex crimes in 2014 and given 40-year sentence

Harris's role in giving the girls to a rapist only emerged this week

Attempted to justify the decision by saying the girls were violent at home and that his family suffered death threats from the young girls

The foster mother who cared for the girls before the Harris family says the girls were never violent, and that she warned how difficult they would be

What bothers me the most is the seeming lack of remorse by Harris. A decent human being in this situation, even one who had done everything right and for good reasons, would just be crushed by the thought that they turned these girls over to an abuser. He can't even seem to manage to fake feeling a little bad about it and blames it on DHS and the girls themselves. Ugh.

  • #137
One thing I wonder about: Francis confessed to the sexual abuse after the child reported it. In my limited experience that's not something people readily confess to unless the evidence is overwhelming. I'm wondering what they had on this guy.

I am still on the fence regarding the role of the church in this. There is a long sliding scale of possibilities--from the church itself being victimized by a predator using the congregation as a hunting ground for vulnerable children all the way to honoring and giving support to the predator. And there is a long grey space in between filled with denial and good intentions.

It does appear that there was misconduct at the highest level in this case.

My comments in no particular order:

- JH said that he and his wife always wanted to adopt a troubled child since they had met (he stressed this), but waited until they could no longer have any more biological children before doing so. I don't blame them for having their sons before adopting, but this just sits wrong with me. I wonder how old their youngest son was when they adopted the girls?

- The girls' mom contacted them after hearing that they wanted to adopt (privately) from someone at their church so they were definitely putting feelers out. Did the bio mom get compensated by them? Also, HTH could he not know why her parental rights were going to be terminated??!!

- If the Haris' did nothing wrong, why didn't they admit that this was their adopted daughter when Francis was arrested? They were probably in CYA mode.

- The girls did well at their former foster home and apparently are doing well at their current home. What happened at the Harris home for them to become such violent, horrible children??

- I don't believe for one minute that they sought additional help for these girls. He said he didn't want them in the system, but said they were getting weekly family therapy sessions. If the girls were acting as he described, why only weekly instead of daily? Oh, because when the therapist cane, they acted great? A child who screams 8 hours a day acts fine when the therapist was there?

- This family is (modsnip) for cutting off all contact with the foster family they lived with for 1 1/2 years and apparently had the most stability and love in their young lives. What is the reason there was no transition? Maybe the girls weren't upset about not going back to bio Mom after they were adopted, but instead wanted to go back to the foster family?

IMO, IMO and MOO.
