Not sure about the 10 Dec application but the later committal may proceed up to the Supreme Court, since that normally deals with the most serious cases. If he pleads guilty he'll go straight to sentencing. (www.victimsofcrime.vic.gov.au/court-hearings-explained has a handy flow chart of the processes).
