He had been allowed to live in shared accommodation in the community after being released from the sex offenders facility Corella Place at Ararat by the Adult Parole Board in a decision which Premier Daniel Andrews later described as "a catastrophic failure of our criminal justice system".

A County Court judge had ordered Price remain under supervision at Corella Place until 2022.

Mr Andrews promised to fix the broken system.

THE murder of schoolgirl Masa Vukotic has drawn similarities to that of ABC worker Jill Meagher.

Both of their killers had disturbing histories as violent sex offenders and had spent time in prison before making it back onto the streets of Melbourne as free men.

Sean Price, 31, was on bail when he fatally stabbed the Doncaster teenager 49 times in broad daylight as she strolled through a park just 500m from her eastern suburbs home on March 17.

Price, who has pleaded guilty to killing the 17-year-old schoolgirl, had a lengthy criminal history of rape, stalking, assault, indecent assault and making threats to kill spanning more than a decade.

The court heard Price, of Melbourne’s western suburbs, should never have been allowed to roam free in the community.

Even if he did take the medication doctor’s pleaded with him to take, he would still be a menace, particularly to women, prosecutors claimed.

But when he smashed up some cars and threatened staff at Ararat’s notorious “Village of the Damned”, the Adult Parole Board cut him loose into the community.

Crown Prosecutor Michele Williams, QC, struggled to explain how or why Price was allowed to leave the village-style complex for sex offenders to live in a unit in Melbourne’s west.

'Sean Price, the man who murdered Masa Vukotic in a Doncaster park, has been formally jailed for threatening to kill a prison guard during a series of chilling rants in which he said he was "going to knock kids" once released.

Price, who is awaiting sentence for Masa's murder on March 17 last year and a series of crimes the following day, appeared via video link before Sunshine Magistrates Court on Friday to plead guilty to one charge of making a threat to kill. Three charges were withdrawn.

The public need to know:
IMO the public do need to be reassured that Corrections practitioners and the Parole Board have sufficient management strategies in place which enable 'at risk' parolees immediate removal from the community with 'involuntary' placement into treatment in such cases of MH deterioration.
If this parolee had presented [as allegedly claimed by the Corrections practitioner] during a MH assessment - most likely he would have been 'involuntarily' detained, admitted and treated until he stabilized. If senior parole practitioners did not seek immediate FMH admission for him - given his substantial MH history - then further training is called for. Collaboration and teamwork between parole practitioners, FMH admission teams and police is needed when such deterioration is observed - to treat the patient and safeguard the community. Safeguarding the community needs to be taken more seriously. My opinion only.

Riot squad brings Masa Vukotic's killer under control after birthday meltdown

The man who killed schoolgirl Masa Vukotic has had to be restrained with the help of the dog squad and tear gas after the maximum security prisoner had a birthday meltdown.

Sean Price refused to leave his cell at the Metropolitan Remand Centre in Melbourne on his 32nd birthday on February 2 and armed himself himself with a makeshift knife during the confrontation, the Herald Sun reports.

The murderer then proceeded to damage his cell, forcing guards to call in specialist anti-riot officers.

The officers fired tear gas and stormed the cell wearing gas masks, using dogs to help subdue the inmate.

Chief Crown prosecutor Gavin Silbert, QC, told the Supreme Court on Thursday that Price was now formally classified as a "serious violent offender" under the Crimes Act... and Justice Lex Lasry was obliged to take this into account when sentencing Price for Ms Vukotic's murder... the judge's focus had to be on protecting society from Price...

Price, who appeared in court under heavy guard, told the judge he wanted to dispute the Crown's call to have him locked up until he died...

... [He]was repeatedly let loose by a corrections system whose most senior members knew from a decade's experience exactly how dangerous he was... He was one the system let go... :furious: :notgood:

... a year after the murder, we are still waiting to see the results of a review into what exactly went wrong. The state government will not release it until after Price is sentenced, at a date to be set, for Ms Vukotic's murder and a separate rape.
