What they need is someone like former FBI profiler Robert Ressler to come in and look at the cold case. Someone who understands these monsters and how they think.

In one of the video's I watched they said one detective thought Karmein Chan’s murder was done by a Robber who was killed in a shootout with police. Apparently one of his accomplices thought he was Mr. Cruel.

It is amazing that according to reports he used a condom, which is not common with Pedo's or rapists because they want to "Own" the person, and defile them.
He also made them bathe after which tells you that he wants nothing left for forensics, which for DNA was in it's infancy. DNA was not something that an every day criminal would know anything about in 1989.

Perhaps he had a specific STD or other identifying marker he did not want to pass on, which would have narrowed down suspects if detected?

Perhaps but to me it smells more like an in-depth knowledge of the latest advancements in forensic science. His insistence of the girls clipping their nails suggests he knew of DNA analysis and had an inkling that eventually DNA would be extracted from fingernails

More on why I think he downplayed his intelligence/pretended to not have as high an intelligence:
The house. As one person in Reddit mentioned he probably doesn’t have direct connection to the place (or places as I too suspect he used multiple) he used to hold the girls which suggests he knows the people who own it and probably had permission to use it while they are away (likely someone from work). By using this method he would be able to ensure no one would find him on deed registries. Once again I think we need to talk to forensic scientists living in the area at the time and see if they had any colleagues they would let stay at their place while they were away. Then we can cross reference if those houses were anywhere near medium to large airports and that would lead us more to him.

Remember when I said he used a colleague’s house? Well apparently someone is trying to triangulate the neighborhood he might have used. I wonder if anyone working in the Melbourne CSI lived in the neighborhood this person is looking into? If so then theoretically if we can find whichever CSI (I’m American) lived in that neighborhood and we ask them if they ever lent their house to a colleague we could get the colleague’s name and if we run that name through a list of people charged for CSAM we’ll find him.

Also I’m looking at a write up on the Mr. Cruel subreddit of a psychic reading. Regardless of whether you believe in psychics one thing did stand out and it might have confirmed what I have always said about him.

Yep. Those words fit with what I suspect of him. He clearly is someone who has knowledge of forensic science and the multiple fields it encompasses. The only criminal who would think to destroy evidence on purpose, in my mind, is someone who is involved either in law enforcement or forensics. Now these people claim he’s dead but I don’t get that feeling. If he was part of a pair I think the younger might still be alive but moved out of the area.

So here’s my summary of Mr. Cruel
We are looking for a man or a pair who are or were involved in law enforcement or forensics, someone who has enough understanding of forensic science (probably still subscribes to various forensic journals and might even keep up with the latest developments in forensics). He is a man who is able to pass as “seemingly normal” to his or their work colleagues but probably frequents the dark web. He might have a slight complex (about what exactly I don’t know) and likes to feel superior because he has been able to evade his own colleagues. He has likely moved away from Melbourne after Karmein’s death if he is responsible as he likely realized his colleagues began to suspect his true nature and is probably hiding away.

Gods…if your friend is telling the truth (and I don’t doubt he is) it definitely fits my theory of who “Mr. Cruel” is. Ugh I get goosebumps recalling that comment about destruction. It definitely fits the mental image I got of him the first time I read his case. Someone that twisted, that able to disguise his malevolent mind, who knew of the latest developments in forensics, he’s probably laughing his head off as the police try to find him not realizing they actually worked with him.

Even more frightening is he might have helped in trying to capture the killer while being the killer. He talked about the obsession in trying to solve these cases. He said he worked on one case and then resigned. He then moved here to the Sacramento area in California and teaches security and law enforcement. The case he worked on was a video tape that was found with awful things being done to a child. He had to watch that tape thousands of times. Figuring out how close they were to an airport because they could hear planes taking off. analyzing the room, light sockets, paint/wallpaper, bed spread, head board. etc. He almost lost his mind over it. His work got them to a motel room near an airport. They did a sting operation and arrested the people involved. once it is over you can either get another case or move on. He chose to move on. So I think your theory is highly likely.
