Jail term for Sarah Cafferkey's killer of 'unprecedented magnitude'

The life sentence with no parole handed down to the man who murdered Sarah Cafferkey and dumped her body in a wheelie bin was of "unprecedented magnitude" in Victoria, a court has heard.

Victorian Legal Aid defence barrister Tim Marsh said Supreme Court Justice Kevin Bell's decision to order that Steven James Hunter, 47, never be released was not warranted given the circumstances of the case.

Mr Marsh told the Court of Appeal's president Justice Chris Maxwell and Justices Phillip Priest and Paul Coghlan that this was the first example of a judge jailing someone for life without parole despite the offender having pleaded guilty at the earliest possible opportunity.

VICTORIA Legal Aid has gone into bat for evil double killer Steven James Hunter, saying he was denied justice when sentenced to die in jail for Sarah Cafferkey's murder.

The cash-strapped taxpayer-funded organisation on Thursday paid for Hunter's representation at the Court of Appeal, where he is fighting for a non-parole term in the hope he can one day be freed.

DOUBLE killer Steven Hunter, who killed two women 26 years apart, will die in jail.

Australia’s highest court today refused him special leave to appeal the life sentence he was handed for the murder of Sarah Cafferkey.

Hunter was sentenced to life without parole last year for killing Ms Cafferkey, 22, and dumping her body in a rubbish bin in November 2012.

He is one of just a handful of Victoria’s most notorious prisoners who will never be released

Hunter now was has no further avenues of appeal.

The mother of a young woman murdered by a convicted killer wants high-risk, violent offenders subject to life-long monitoring.

Noelle Dickson has campaigned for parole reform and a more rigorous investigation into the death of her daughter, Sarah Cafferkey, since the 22-year-old was murdered by Steven James Hunter in 2012, 11 days after his parole expired.

On Tuesday, Victorian State Coroner Judge Ian Gray granted Ms Dickson's request for a coronial inquest into how Ms Cafferkey's body was disposed of, and how parolees are monitored.

Outside the court, Mrs Dickson said the worst offenders should be subject to life-long monitoring.

"For a serious high-risk offender there should always be some sort of monitoring and following-up on them for the rest of their lives," Ms Dickson told reporters.

“This protective proceeding will ensure our client has the opportunity to hold those responsible to account and shine a spotlight on flaws in the state’s management of parolees,” she said...
Ms Shelton said the law firm currently represented seven families in claims against Victoria for its “negligence” in handling parolees"...

This is excellent. It is people like these families, people like the Morcombes, that actually make improvements for everyone.

Mr Seery said too often men out on parole reoffended.
Melbourne’s Jill Meagher was murdered by Adrian Ernest Bayley who was out on parole after doing time for a number of violent rapes.
Sean Price, who murdered schoolgirl Masa Vukotic in the Melbourne suburb of Doncaster, was also on parole.
Mr Seery said clearly the processes the government had in place were not working.

The murder of Masa Vukotic by Sean Christian Price, a serious sex offender on a supervision order, prompted the six-month investigation by an expert panel headed by former Supreme Court Judge David Harper...

The government has committed to releasing the Harper Review, subject to any legal, privacy and operational requirements, after it has been considered.

Hiya Fusky. Back to the hands of the state govt. We've heard this all before. Too many lives have been lost since 5000 people walked in Melbourne protesting against the senseless murder of Jill Meagher by a cretin who was released back onto our streets by these very same official egg heads.

I remember when I was in real estate if I lied, stole or anything else I personally was held responsible. There was no one to hide behind, I was to know the rules and consequences.

Its the whole country; Allison Baden-clay in QLD is just as pathetic. The entire system is broken.

Honestly, for these types, I'd almost agree to capital punishment. Mostly for $ purposes; we can put that money towards helping VOC move on with their lives.
