I can see how you could spin an old conviction too if/when it was questioned. Tell the department you had a troubled childhood, got involved in some dodgy stuff, but now you've settled down and become a family man with a small business. You could even say that's why you want to foster, to give kids a chance you never had, and to set a good example of how you can overcome adversity.

Honestly I think if someone was sincere about that, they'd make a great foster parent. So maybe a blanket ban on any criminal history would be unnecessary. If a guy sold a bit of weed or got in a fight in a pub 20 years ago and has turned his life around, okay. If he's got sexual assault or domestic violence charges though I wouldn't let him anywhere near a position of responsibility at all.

Yes, harmless youth crimes - with no further offending - can probably be weighed up carefully.

There are quite a few adult crimes I can think of that would not be good to expose a foster child to, crimes that show adult character flaws. Road rage, fights, breaking and entering, dangerous driving, as well as the sexual and DV crimes you have mentioned. Crimes that show a persistent disregard for the law, and crimes that show great anger/lack of control.
Foster children need a good example, as well as good love and care. They have likely already experienced bad examples during their formative years.

They say that ages 0-7 can mould a child's morals and ethics, their outlook on life. It takes good examples after that - good carers, good teachers, good people of influence - to help turn a bad start around.

Josh was aware of a story that his father had previously killed someone, possibly a guard, in a youth institution in New Zealand. “I immediately knew Dad had killed Tia,” he told police.

For what ever reason Rick was in the NZ institution. He must have been very young, if he came to Australia aged 14 years.
Born 6 - 6 - 1960 (as per charge sheets)
Mother passed abt 1969, when Rick was nine years
Came to Aussie about 1974.

In the 1960s and 1970s the justice system sought more effective ways to help young people engage in constructive activities likely to reduce re-offending. In 1961 the age of criminal responsibility was raised from 7 to 10.
Youth offenders

Criminally responsible from aged 10 years - just wondering how long he was in the institution.

THE killing of 12-year-old Tiahleigh Palmer — who was taken in to care by a seemingly normal foster family before she was smothered to death — is becoming increasingly disturbing with each new detail.

The 12-year-old had also told a friend that Trent was having sex with her when Julene left the house.

Really horrible they keep saying she was in foster as her drug affected mother could not look after her. Really the circumstances of why the child was in care is NOT the issue. A child in care should received just that.................... CARE. Not death.

It doesn't matter hat she was in care or why but I think people find it difficult to separate the situations, on one hand, were she not in care, RT had no opportunity to kill her, I myself think it's 2 different issues.

Yes. Whether Tiah was with that family or not, the guy is a creep, regardless. Harming children evidently means little to him.

Police allege Queensland man Rick Thorburn raped a girl under the age of 12 while working at a childcare centre south of Brisbane, later warning her: "Don't tell anyone".
Richard Neville Thorburn, 57, is also facing charges of attempting to rape another girl and seven indecent assault charges stemming from a period between 2015 and April 2016.
The alleged offences primarily occurred at the Chambers Flat childcare centre operated by his wife Julene Thorburn, police said in a 2016 affidavit.

"The defendant was in a position of authority being the carer for these children … the children felt helpless and defenceless to protect themselves."

Do we know if the cousin is going to press charges against Trent? I understand if she doesn't want the publicity but it'd be good for his criminal record to show that assaulting girls isn't just a one-off incident for him.

I am not sure that he actually assaulted her ... or did anything that she could prove was assault. Just was acting very creepy, as if he was going to assault her, and her good instincts made her escape from the situation as soon as she could.

Can someone please clarify for me if we know why Tia's mum relinquished her from her care in the weeks before Tia's death despite the fact that she claimed she really wanted her back in the 60minutes interview

Tiah apparently told her bio family that she didn't want to leave .....
I read that Tiah's mum regained custody of her son, but Tiah chose to stay with the Thorburns. (can't find that link at the moment.)

Tiahleigh told her biological family she wouldn’t move out because she had “a crush” on Trent and she loved the family’s horses.
Tiahleigh Palmer’s fate was sealed once she met the Thorburns

Tiahleigh Palmer's grandmother has claimed the schoolgirl had the opportunity to leave an alleged incestuous 'relationship' with her foster brother, but chose to stay because she had a 'crush' on him.
Sue Palmer, 65, who cared for Tiahleigh until she was 10, said the 12-year-old was invited to return to her mother's home in the months before her death but she refused.
'She said she wanted to stay [at the farm] because of the boy and because she loved the horses on the property that they have there,' Ms Palmer told The Courier Mail.

The fact that Tiah didn’t want to leave the Thorburn’s because she had a ‘crush’ on Trent should’ve been a huge red flag for Children’s Services. She should have been removed from that household right then and there; horses or no horses.

Something seems very iffy about that.
It seems as though Cindy would have expressed some major concerns if she knew Tia only wanted to stay because she had a crush on her foster brother and was going to continue living under the same roof as him. She had already express her concerns in regard to that very thing when Tia was placed with the Thorburns who had teenage sons, just 10 months prior.
It just does not seem as though Cindy would have willingly relinquished custody of Tia without expressing her concerns.

If Cindy was only in the process of relinquishing custody. Was Rick concerned about stories that might be told by Tia...about him and/or Trent?
More concerned about himself than any of his family. More concerned about the business, the money.
This whole thing about 'taking care of it' to protect Trent going to jail.... I am not buying it.
Geez, Trent was only slapped with a maximum 4 years and minimum 5 months, for preventing the course of justice, perjury and the incest.
If Tia had a crush on Trent she was not going to throw him under the bus...you would think.

That Youth Worker appointment Tia missed ... I really do wonder if Rick was more concerned about what Tia might say about him than he was about Trent going to jail.

I have always thought that and I am pretty sure Julene knew too. How can you wash a little girl's underwear and bed linen and not know that something sexual was going on?

This article does say the girl that Trent had sexually assaulted on the family camping trip.
and Trent did say that I have changed from what I did to you ............in his text chat.

I was thinking of the girl's description in the first article. I believe she said that he tried to, or did, fondle her. Which is definitely sexual assault. But I was thinking she may not be able to prove that, because he was 'sleeping'.
I agree that he had intentions on his mind. I am just looking at it from a prosecutorial standpoint, because that is the question that was asked. If she would try to prosecute him on sexual assault charges.

Dammit Bo majority of us at WS should be on the board for Children’s Services.
Huge red flag!
