I've always wondered if a thorough search of yearbooks from Phoenix high schools in 1989-1991 could help track down her identity since her student fare token indicates she could have been from there.

It's possible, but those tokens don't just come from high schools. They could also come from colleges, hospitals, law enforcement, social services, and so on. I used to work at a youth emergency shelter and we passed those student bus tokens out like candy on Halloween, lol. It wouldn't hurt to look at yearbooks, but there are also so many other places those things can come from as well.

It sounds if Apache Junction Jane Doe was actually from Arizona herself as they found out her mother has roots there

Doe DNA page isn't showing anything.
I'm waiting for the next update on NamUs to see if the Resolved cases go up. Arizona sometimes removes cases but the Resolved cases stay the same (even one case where the identity had already been announced) so not sure what's happening here, but still hopeful she's been identified.

The Resolved cases did go up at the last update. Really hopeful now an announcement will be made soon.

That would be amazing. So solveable but so complicated via adoption on fathers side and endogamy/underrepresentation on mothers.
