There should be a photo of the shirt with the Joker label. That is unique based on brand and movie memorabilia. The remains were found in a desert area so a hooded sweatshirt would be something worn in the early or late hours of the day as the temps dip. People with this clothing description make me thinking of someone who attends a gym regularly, the mesh shorts for running, gym shoes, the towel for sweat, etc. Also the blue bath towel should have a tag, most do from the manufacturer.

Hmm 2004 but could it be 2003? This lady was abducted from an AZ gym in 2003 and body found 2004. The suspect suicided late 2003. I wonder if he killed more than once? Glendale and Cochise are not that far distant. Body of missing Phoenix woman found

The reconstruction looks an awful lot like MP4295 Joan Phyllis Shelton who eloped from her nursing home about 50 miles from there on 2/7/2004. Her NAMUS states that her skull was found in 2008, but no indication as to where. Could this be one in the same?
