Drug Sales Arrest

Bullhead City (Ariz.) – October 15, 2014 – Bullhead City Police arrested Tania Ann Grogan, 29, and her husband, Ralph Pat Leroy Folster III, 28, for felony drug charges, Wednesday.
The narcotics section initiated an investigation into Grogan and Folster after receiving information back in September that they were dealing methamphetamine and heroin in the community.
At approximately 5 p.m. on Wednesday, October 15th, Bullhead City Police and the SWAT Team responded to their residence located in the 2400 block of Lakeside Drive. Tania Grogan complied with officers and was taken into custody.
Ralph Folster refused to come out of the residence. After a two hour stand-off with police, Folster climbed up the attic and attempted to gain entry into the duplex residence next door. He came out of the house voluntarily.
As part of the narcotics investigation, Grogan and Folster were arrested for possession of dangerous drugs, possession of dangerous drugs for sale and the sales of dangerous drugs (all methamphetamine).
Grogan was additionally arrested for manufacturing dangerous drugs (the packaging/re-packaging of drugs for sale).
Police are currently executing a search warrant into their residence and the neighboring residence where Folster was attempting to hide. More charges may be pending.
They will be booked into the Mohave County Jail in Kingman, AZ.

Note: Tania Grogan was the mother of the 8-year-old girl, Isabella (Bella) Grogan-Cannella, whose body was found in a shallow grave on September 3rd in Bullhead City. Ralph Folster is Grogan’s wife and Bella’s stepfather. A family friend, 26-year-old Justin James Rector, was arrested for first degree murder.

There is currently an open investigation into Grogan leaving her children in a dangerous environment, including supplying methamphetamine to Justin Rector.

In the case of Jenise Wright, Bremerton, WA FBI had very rapid results w/dna to indicate sexual assault. This case has not unfolded (dna/sex assault data) as quickly so it leaves me wondering if there was in fact NO sexual assault (mercifully) in the case of Bella MOO

I can't imagine a S.A. determination taking this long either.

Either there was NO sexual assault or it was inconclusive - perhaps she had signs of previous SA therefore making a determination difficult. We have discussed this here before, but apparently methamphetamines sometimes makes it difficult for the user to 'preform'.

I wonder if this 'drug bust' is a way for LE to get them in custody so they may probe any possible involvement in the murder. There is certainly lots of precedent for those types of tactics.

this is a huge math problem for RF.....caught with a weapon (last time) when prohibited and awaiting trial (buds are in jail)
and now this while awaiting case settlement oh boy...years are stacking up...

How would that work; If Rector says he killed Bella while in a meth fueled rage, and the meth was supplied by the victim's parents. Is there a case precedent for this type of scenario?

Not that I'm aware of and not in the scenario you have mentioned.

I was speaking more of any *other* possible involvement. Police will use one crime to gain insight or a confession into another.

I understood what you were referring to (other). But if that is not the case, they may be able to use selling/supplying meth. Just thinking out loud : )

With all the community pressure and tips over the past month or so, I would think that LE has been trying very hard, at the VERY least, rule them out as complicit in the murder. LE has yet to state that no other charges against anyone have been ruled out. In fact, they keep saying that they AREN'T ruling out additional arrests...

This leads me to believe that they have been busy trying to connect the dots - especially with a potential death penalty case in the future. They MUST exhaust all potential avenues of defense so that the Prosecution's case is air tight against JJR.

Having a potential suspect in custody is a proven way to elicit more information... A bird in the hand is worth two in the bush... They have two birds in hand now!

Apparently these are old mugshots taken from file. Ralphys is one I've seen before and Tanias is said to be from 2013.
Wonder where new gf was while this was happening. Probably some kind of weird ruse to create sympathy for Tania, these people baffle me.
I'm guessing Justin has talked some to LE at least regarding who supplied his meth.
