There is not one bit of info about this girl except her namus profile that was created just a few days ago. National center for missing and exploited children doesn’t even have anything.

It looks kind of like a scouting uniform to me. I may be biased because I am an Eagle Boy Scout and the uniforms of boy scouts and girl scouts are different. But a quick google search has found Girl Scout outfits that look kind of like what Melissa is wearing in the photo.
