PHOENIX (3TV/CBS 5) — It’s been more than 24 years since one of Arizona’s most high-profile missing children cases began. Eleven-year-old Mikelle Biggs was abducted while riding her bike outside her Mesa home and never seen again. Her little sister was just 9 years old but she has spent much of her adult life advocating for her sister. Now, she’s been hired by a training center funded by the U.S. Justice Department to help train officers on how to better deal with families of missing children and victims.

Mikelle’s disappearance has shaped Kimber’s life, a situation she never asked for and was forced to grow up with. But now it’s not just having to talk about that horrific day but being able to actually smile about the difference she’s about to make for other families and detectives, all in Mikelle’s honor. “Taking something horrible that happened to me and using that to do good. That’s a really amazing feeling,” Kimber said.


The National Criminal Justice Training Center programs like the one Kimber will be a part of are funded by federal grants from the DOJ.

Kimber will undergo training in October and could begin speaking at trainings around the country as early as November of this year.

He is serving 127 years, he is never getting out... I wish he would do the right thing and answer the questions, let this family bury their girl, let her have dignity. Other than him being a horrible human being, there is no reason for him to not tell all.

You would think they would have found someone's finger prints on the bike unless it was handled by several people early on and contaminated

It is suspected that the perp never touched the bike....Mikelle hopped off the bike to run towards her home dropping her quarters next to the bike or..she was grabbed off of the bike. The ice cream man could not be verified, just the music.

This is one of the cases I'm most interested in. It even got me to cry when I did research on it. Maybe it's because I had some of the same hobbies as her and felt some sort of connection. I feel terrible for Kimber as she blamed herself for years. She thought if she just never left her this would have never happened. And it was just 90 seconds. If Kimber had gotten there just seconds earlier she probably would have caught the person who got her. They would have seen his face and told the police. They could have arrested him and put him in prison. Though the police also spent a lot of time on Darian thinking he was involved. That wasted time and resources.

The closest person they have is Dee Lee Blalock. He fits pretty well. He was a registered sex offender, had supposedly tried to kidnap before, and raped a local woman several months after Mikelle disappeared. He supposedly had a trailer in his backyard before Mikelle was taken and police didn't have a warrant. When they did have one it wasn't there anymore. That already yells guilty to me. I'm not sure if the police ever tracked it down. If they haven't they should. It's a long shot but maybe they can pull a Morgan Nick and try to track it down like investigators did for the truck Morgan was in. There was a man named Billy Jack Lincks who was a suspect in Morgans case but never charged. He was there at the park that day and was said to be looking at kids and had a bad record. But there wasn't enough evidence to charge him. Years later an old video showed a truck he owned was there. Police then tried to track it down if it was still around. To their amazement it was still running for a new owner. To more amazement they found her DNA in there conforming Lincks kidnapped her. Sadly he died in prison in 2000 so Morgan may never be found. It's a long shot but if they can find the trailer or any of Blalocks vehicles that he owned that may be around it might help. Any DNA could convict him and he would probably get the death penalty. He can then take a plea deal. He tells where Mikelle is in exchange for his life. That way the Biggs finally get closure.

Then there's the dollar bill and her possibly being alive. Kimber said her name was wring and thinks the handwriting doesn't match. While she's probably right it could be that Mikelle has gotten head trauma over the years which resulted in a loss of conigative skills. It could also be she wrote it in a rush and didn't have time to spell everything correctly. If her captor always has eyes on her she may only have seconds. She may have also been forced a new name. If she had been called something like "Jenny" for 20 years and didn't hear Mikelle she might forget. She still remembers her name but not getting to write it down has made spelling it fade away. As for the handwriting this could easily be from lack of practice. If she wrote it it would have been almost 20 years since she was last in school. She probably barely wrote anything in that time. She never would have improved; it just would have gotten worse. If someone hadn't driven a car in 20 years they would probably be rusty. While the dollar bill is series 2009 I don't think it was written then. It would have gone almost a decade without notice. So it had to be recent. I wonder if there was anyone from that area the dollar bill was found that lived in the Mesa area in 1999.

I made my own video on her. It's rather low budget and I got some facts wrong. I said she had about 4 siblings even though she only had 2.
