Additional Information: He was incarcerated for a 5-year sentence at the Kingman, Arizona State Prison (Golden Valley) since the Spring 0f 2012 for shoplifting. Prior to surveillance video being deleted it was determined that Neil and another inmate walked to the bathroom (off-camera) at 8:34pm. Over the next 22 minutes other inmates were observed going in and out of the bathroom in strange patterns. At 8:56pm Neil was seen exiting the bathroom holding his head in his hands. Shortly after Neil was located unresponsive in his bed. He was taken to a hospital but never regained consciousness.
