Not sure if Mexico retains this custom, but Spanish naming customs include a paternal surname followed by a maternal surname.
If this is true in this example, her first and paternal surname would be Holguin followed by her mother's surname, Barroteran.
yup, I am Peruvian and although I have both my parents’ surname I am known by my name and paternal surname (which always goes first)
So you are correct, she would be known as Bertha Holguin (and it gets more confusing when the husband’s surname gets into the mix)
