I wonder if this could be Carl Leroy Jackson. Circumstances certainly match up.
Carl Jackson became a missing person on or about September of 2003 in Fruita, Colorado. At the time Carl missed a court appearance and it was thought he had disappeared to avoid his court case. After several weeks some rumors began saying Carl had been shot in the desert. His social security number has not been active since his disappearance and he has had no contact with any of his relations. Foul play is suspected.

The victim was found wrapped in a blanket at the entrance to a garbage dump near 15th Avenue and Lower Buckeye Road. He is believed to have died several days or weeks prior to being found. He was a drug user.
