I don't think this could be a match, though. I think if Jane Doe were Hispanic or her natural hair color was dark brown, they would have probably been able to tell? JMO.

*ETA: I see it looks like NamUs originally had this UID's hair color listed as "brown," but it currently says "sandy" and "3 inches long." They really need to add a sketch.

The timeline is off, as well. It seems unlikely that Karlie was alive when she left that house...

According to an article I was reading about the Pima County Medical Examiner's office and the hundreds of unidentified border crossing decedents every year, the crossers will often try to travel from cattle tank to cattle tank in order to have drinking water. I wonder if she was part of a group trying to make it out of the desert.

It's possible, but I think the Halloween witch costume makes this unlikely. These types of costumes are usually light, cheap synthetic material - not something you'd wear for practical reasons while travelling.

That's true. Unless it's been misidentified, that would make it unlikely.

But the tank is such an out of the way place to even know about for somebody to leave a body.

Was it ever mentioned in media who found her or how? I don't recall that detail now but I have seen local mentioning in comments that contracted road construction crew was working of a chip seal/resurfacing in the vicinity of were her body was found. The water tank in which she was found and corrals off the road could have easily be seen from the cab of a tractor-trailors hauling chips/asphalt that were turning around and parking for restroom breaks at the SE right-of-way of Hwy 191 & Artesia Rd intersection.

It would be good to find out when those work started there as in my humble assumption would be that she could have been placed there prior to that all work?

Earlier today I have made post on my fb page with regards to her new sketch and it is being shared a lot. Hopefully right eyes will see it and someone will recognize her. There are also lots of comments there and also some very good suggestions for comparison. In an early article to when she was found, it states that a hunter had found her. I will link the article on the bottom of this reply. I had the thought that it was a crime of opportunity by someone who had spotted her on the road. I also thought it could have been a personal attack by someone who knew her in the area due to the toys being found with her body and her being placed in the coral. I estimated that her PMI was a few weeks due to her decom. condition, so if she was placed their before or prior to the construction the workers would have smelled the rot of the body.

She almost looks Russian. And I didn't know she had been found in a witches gown and skull sweater. She either lives local or was visiting local, imo.

Some immigrants, and we dealt with this first hand in a different place, will smother or suffocate, etc another with them if they are ill, can not continue, injured, snake bit, etc. It is one of the harsh realities. So in their mind, to not be caught, not get held up... :( Someone in the group had smothered and stashed the young boy (15) under a mesquite and kept going. BP spent some time looking for his body.
Yes, teenagers and adults alike have toys. It just something I got in my head of strangeness. Indeed it could be a keepsake, it could be a message. Who knows. When LE is able to figure out who she is, maybe it will become clear.

I wonder if the toys are just a by-product of a hurried plan to hide the body. This UID had to be transported to the area in a vehicle, maybe in the trunk or even in the back seat. If the killer has children there's a possibility the toys were already in the vehicle caught up in the blanket or sheet and ended up being wrapped up with the body.
