This young woman was probably an immigrant, but not necessarily. I think 'No Boundaries' jeans are sold at the Walmart, with shops in Mexico also.

Coyotes are still bringing immigrants across the border, and I imagine that February would be peak season because of the mild weather. I think there's a high probability that this was someone who didn't survive the trip.
