BRS phone call question

This one has bothered me for years. I'm not anywhere near California, and perhaps a Vallejo native might have a blindingly obvious answer. That's my hope, anyway.

When Z was speaking to Nancy Slover and directed the police to go "one mile east on Columbus Parkway", what was he talking about? As far as I can determine, there's nothing of interest a mile or so west of the park, and the PD and SO are not anywhere near there either. Anyone know? Thanks.
 
One mile west of BRS was (and is) a fire department station, from which an ambulance and fire truck were dispatched after police arrived at the scene. This is one of many clues that suggest the call was made by someone listening to police broadcasts, and not the killer.
