Only a person listed as the cardholder (non-joint account) can cancel a bank card, no matter what the status of the cardholder (endangered/missing) LE can not do it either. In case of a death someone else can do it, but even then it has to be a designated personnel representative of the cardholder or the named Executor of the estate. Think about it - ( this is NOT a proposed scenario in this case, but generic info) if you went "missing" because you were in a dangerous living arrangement (abuse, etc) and you left for your safety would you want someone in your family (who could possibly be the abuser) to be able to cut off all of your funds by stopping your bank cards? That's why it's set up the way it is.
Thanks for the info. I realised once I’d said it that usually only the account holder could do that.
