CA - Bizarre Police Chase, Man Beat, Horse fine

Seems like an odd way to look at the settlement imo - that criminals are looking for a pay day when they are shot or beat up by LE for running. What do innocent people think when they are paid a settlement from LE wrongdoing?

Will be amused if I get up tomorrow morning and read that thousands, if not millions of Americans were seen running down their streets for no apparent reason.

LE can't just beat the crud out of someone who is on the ground, I don't care how long it took to catch them. He's caught, cuff him and bring him in.

It's retaliatory. They were beating him because they were p*ssed at him. You know, like when a wife beater beats his wife because he was p*ssed at her.
