(This NamUs page is rather inconsistent in what year he was found. The actual date listed says November 17, 1974, but the summary says he was found in November 17, 1973)
He was found lying on the ground in an open cattle pasture, having been shot in the head multiple times.
The page lists his condition as 'recognisable face', but no PMI is given. His eye colour is listed as unknown, so I don't know how valid the recognisable face claim is. Also the summary says 'the remains of a male' so I think he was probably more likely decomposed.
He was 5'6 and had brown hair. His race is listed as 'other', so probably some kind of mixed heritage or just unknown.
He wore an 'LS' shirt (not too sure what that means) blue trousers with black and white stripes, green socks and brown ankle boots with a green zipper.

LS is often short-hand for long sleeved.

The case number starts with 74, the 1973 was most likely a typo. MOO

Not sure if this the same JD:UP12932 ??? - Newspapers.com

It mentions this Joe Urive guy, but I couldn't find anything about him.

This is quite intriguing. Maybe Joe Urive turned out to be a fake name?
I'm sure you saw it but there's apparently a patrol officer in San Francisco called Joseph Urive.

The last name URIVE isn't really as commonplace as the last name URIBE. Might be a mistype on the part of the paper. I can find a lot more results searching for Joe Uribe, although I'm leaning towards them finding out it was an alias.

Yes, I saw it. I tried all the possible name variants, Joseph Urive/Uribe, Jose Urive/Uribe. I did find this article, from 1970, about this guy who identified himself as Jose Urive, leader of "MECHA", an organization of Chicano students.

As to the article I posted, it's our JD:UP12932 - Newspapers.com

He had a gold tooth, not mentioned on NamUs.
