At the 3:05 mark, LE says the forensic evidence they have is DNA evidence.

3:48 - In answer to a question about the brutality of the crime: "Any homicide is bad. ... When I showed up that day at the scene, and the looks of the officers, you can't unsee that. This is as bad as it gets."

7:49 - "We were able to get forensic evidence and then match it to something that was in our database."

I've been reading some interesting items about the POI, and will wait until that info makes it's way over here to discuss, but want to say TG they had DNA (from previous arrests?) to get him or this case might not have been solved.

RIP dear Emma, it looks like many people loved you and you should still be here enjoying that love.

The family of Emma Roark has released a statement for the first time since a man has been accused of murder and other charges in connection with the killing of the Rancho Cordova 20-year-old.

"We, Emma's family, have been in deep turmoil these last three weeks,” Roark’s father Gabriel Roark said in a statement to KCRA 3 Monday on behalf of the family. “We are struggling to come to grips with the monstrously cruel murder of our beloved Emma and face the inconceivable task of forging some kind of life anew without her.”

please post the 13 page arrest affadavit if u eveer find it from a source within TOS, i had no luck yesterday. Her mom refers to it so it has to be out there.

“Why should they be using our prime real estate?” Harris asked. “If I wanted to go down the river and camp overnight with my raft, I’m not allowed to do that because there’s no camping in the park. But if I’m homeless I can live in the park? That’s not right. I feel unsafe, and I feel like the homeless population is more important than the people who live around the parks.”

Such sentiments were echoed at a meeting last month in a Rancho Cordova church, where about 400 area residents turned out for an update by law enforcement and city officials about the Roark slaying and the homeless situation along the American River.

RAWLS LIVED ON PARKWAY FOR YEARS

Whether anything could have been done to get Rawls off the parkway and into some kind of treatment or shelter is unknown.

He had been living along the river for years not far from where his mother lives, and had a lengthy history of involvement with law enforcement and park rangers dating back to a weapons charge in 2005.

Court records, which list his address as “general delivery,” show that in May 2020, he was cited by park rangers for possession of a black pellet rifle with a scope on the parkway and released with an order to appear in court Aug. 10. He failed to appear and a bench warrant was issued.

In October 2020, while he was still on probation for burglarizing Kent’s home, he was arrested again and charged with resisting a sheriff’s deputy, possessing a stun gun, possession of tear gas by a felon and possessing narcotics paraphernalia, court records say. He was booked and released four days later and ordered not to use or possess illegal drugs.

Two months later he was back in custody, charged with possessing a .45-caliber bullet near the El Manto access point to the parkway. He pleaded no contest and was given a 105-day sentence and a year of informal probation.

Friday, just a few hundred yards from where Roark’s body was found, a trio of Democratic state lawmakers called for the Legislature to pass a bill they say would make it easier for local governments to clear out homeless encampments along parklands and other open spaces.

Local governments already have the power to remove these camps. But state Assemblymember Kevin McCarty said many are afraid to do it after a federal appeals court ruled in 2018 that cities can’t enforce anti-camping laws if they don’t have enough available beds at homeless shelters to house everyone. That’s become a problem in California, where recent estimates suggest about 160,000 people are homeless, the most of any state.

The camps also aren’t safe for the environment. Trash and human waste often end up in the river, and campfires sometimes spread out of control. Last year, there were at least 60 fires along the American River Parkway, including one that destroyed a habitat restoration project, according to Stephen Green, president of Save the American River Association.

The bill, which is scheduled for a public hearing on April 26, would let local governments remove homeless people from “special parklands” — a new category defined as any “parklands, open spaces, and natural preserves that have a heightened risk of damage from wildfire or other significant environmental degradation” because of its “unique and valuable environmental, agricultural, scientific, educational and recreational resources.”

Is it me, or does it seem more homeless are committing brutal crimes?

I’m so sad for Emma. It’s so upsetting how scared she must have been. Prayers for her family.

There are more homeless, but the root problem goes further up. With more psychiatric hospitals/facilities closing (or beds being reduced), increasing difficulty of people deemed to be a threat to others, and cities trying to push homeless encampments 'out of sight' (into smaller/rougher areas), there are more 'mentally unstable' homeless people who wouldn't normally be out there now having to fend for themselves/live outside. This NYT article about how the system failed a mentally ill/homeless man before he confessed to pushing a subway rider off the platform hurts to read.

Moo...in many countries there are self built shanty towns. I believe it is more a matter of the "western world" having a population explosion ...something that is believed to happen in only third world countries....moo
