Not necessarily. Someone could have Attention Deficit Disorder, which is not "mental illness", but the medication is still classified as "psychotropic". There are several other categories of disorders, that could fit this same criteria.
ADD is a mental health disorder. Anything listed in the DSM-5 is classified as a mental health disorder.

Psychotropic medication: Any medication capable of affecting the mind, emotions, and behavior. Some medications such as lithium, which may be used to treat depression, are psychotropic. Also called a psychodynamic medication.

Well, I am definitely waiting for the autopsy results as I am from San Jose. ( relocated from another state). I do run in the area she was found missing. Yes, it’s nothing but residential, suburban sprawl. I am talking about never ending streets of houses. I got lost in a near by neighborhood the other day, I couldn’t find my way out of it, it was dead end street after another like a maze. Houses all look the same, hell, made me terrified! Anyways, I am concerned due to the mass amount of homeless people in this city. In the neighborhood she was found in, there is a popular 20 mile running trail and a large family park that connects it all. I can see the appeal of her coming to this park if she was parked near by. It’s a popular park everyone comes here. However, lots of homeless men walking around too. Not saying it’s the reason but it will bring me a bit ease knowing there isn’t a walking person of interest in the neighborhood. Lots of sick disgusting people out there. While I was lost the other day and waiting to cross a stoplight, this man in his car with his very young son was giving me hand gestures, like asking me to get in his car. I ignored him of course and got on my phone like I was going to call someone which made him stop. As I stated earlier I am not a native here in Cali, while it can be a very inviting and exciting city,it can also be a big and scary place. Hopefully we’ll get more closure to this story.

LE have already stated they did not suspect foul play.
Her autopsy results may not be made public and I do not expect them or wait for them.
It's family business now if no crime has been committed.

I am wondering how someone can be dead in the backseat of a car, parked in front of someones house, for 7 days and nobody noticed?
Good question. She was parked in a very nice neighborhood. I felt a bit uncomfortable running there the other day, as if I was being invasive to the neighborhood because it wasn’t my neck of the woods. I am very surprised neighbors didn’t check on it sooner or found it suspicious. Plus San Jose has the most expensive housing market in the United States, for what people pay for these houses do you think the home owners would get a bit annoyed with a car parked in front of their house for a week? A bit baffling

Although CA has some very liberal public record laws, I don't see the autopsy being shared in media unless family seek action against SJPD. (Not that media wouldn't have access). MOO

It's always good to have someone local following a case, able to add perspective about the area.

When I was playing around on Google maps the other day, looking at streets adjacent to where EV was found, it looked as though some of them were broad, divided through streets with a few small office buildings, with homes on the smaller streets off them. So your description of a purely residential area surprised me, although I did notice that the side streets all form self-contained cul-de-sac type neighborhoods that do not flow one into the next – a very frustrating and mazelike arrangement for a person having trouble orienting herself. I'm an east-coaster used to densely developed acreage, so maybe my sense of scale is off and the distance between buildings and neighborhoods is greater than I thought, which would only add to the feeling of being thoroughly disoriented and overwhelmed, especially to someone on foot trying to locate their car.

Does anyone know what sort of building EV's last meeting was in, before she started searching for her car, calling her mother, and otherwise displaying confusion? Was it at an office building, or at someone's home?

I don't believe the party EV was meeting with has been disclosed other than they met near Sand Hill Road after she checked out of her hotel which was near by.

Also, I recall news reports stating the rental vehicle was located near a library [Almaden] community center, and golf club.

I understand these businesses are in fact part of the neighborhood, but don't know how close they are to the street where vehicle was parked.

Just because her family said she wasn’t taking any medications doesn’t mean it’s true. She could have been taking medication that her family, including her husband, didn’t know about. Not saying that’s the case, but it could be.

Absolutely. She's 33 - her parents don't necessarily know if she's on medication. And her husband may not either, though it's less likely (but still possible).

Agree. I also believe many meds today are often viewed as normal as taking a daily vitamin. For example, if somebody has been taking birth control and anti-depressant since before you met 15 years ago, I don't think they are thinking of this when they say person is "not taking any medication."

So much occurs behind the anonymity of SM. People feel free to make judgements and assumptions and to put them out there, mostly because this can be done without actually looking at the recipient in the face and seeing the result of the comment. Folks don't have to deal first hand with the tears or anger that their comments cause because they don't have to see it. MOO MOO MOO

basically they feel it gives them license to say things they wouldn't dare to their face. i hear ya.

because there is no way to investigate every car that comes along, there are too many. i live here too it is ppl on top of ppl on top of ppl. a lot of folks rent rooms out too, even in nice neighborhoods.

Yes, of course it's possible. I think they meant she did not have any medical or mental health issues or have any prescriptions for those.

That doesn't mean it's impossible that someone can have a prescription without their spouse knowing, or that they may have taken unprescribed meds, illicit drugs, or some other substance.
