The Fugitive Squad has released a list of eight wanted people who are believed to be living in the Greater Toronto Area."

"While the Fugitive Squad doesn’t often reveal the names of fugitives believed to be in Toronto, the eight names on the list are now considered cold cases and can now be solved with the help of the public.



“These eight individuals are wanted for serious and violent offences like murder and child abuse…we want to be able to get them,” said Detective Sergeant Wayne Banks of the Fugitive Squad. 

Banks said one of the goals of the Squad is to prevent criminality from happening in Toronto and the GTA and to protect the citizens of the city. 

“Criminals don’t change their actions if they come to a different country. A child sex offender is a child sex offender."



The Fugitive Squad will not reveal names of people under investigation, with a case still open, since they don’t want to tip the criminals off, said Banks. However, since these cases are five years and older, Banks said they are now cold cases. Therefore, when police believe they have exhausted all leads they seek the help of the public.

Through the media and public awareness campaigns, Banks believes any citizen can help capture such fugitives."

The RCMP posting was updated October, 2014, so he could have returned to Canada...or not.

The US Marshall posting doesn't seem to be dated.

The AMW originally aired in December 2010 as far as I can tell.

I couldn't find anything more recent than Eugene, Oregon in 2012, three years ago. If he is still using the same modus operandi, he's in the right place. Oregon has always had a very high number of Witnesses per capita. It would be easy to blend in and establish trust.

Please correct or add to the timeline if you find anything.

"There has been immense concern in recent years over the scale of child sexual abuse. But even after years of study and investigation there's still disagreement over what causes paedophiles to be the way they are, writes Richard Sanders.

"People, they think 'why should we help the paedophile? We should be prosecuting them, throwing them in jail, having them castrated'. But if we offer help to paedophiles we might save children who might have been abused."

These were the remarkable words of Paul Jones, father of April Jones who was abducted and murdered by a paedophile in October 2012. There was evidence that Mark Bridger had been looking at child online in the hours leading to her abduction.

Now Paul and his wife Coral are campaigning for better understanding of child sex abuse - including offering help to paedophiles to prevent them from offending. For them this is key to protecting children from harm.

Dr James Cantor, of the Centre for Addiction and Mental Health in Toronto, Canada, spends much of his time exploring the brains of paedophiles using MRI scans. He has reached a startling and controversial conclusion.

"Paedophilia is a sexual orientation," he says. "Paedophilia is something that we are essentially born with, does not appear to change over time and it's as core to our being as any other sexual orientation is."

Cantor found that the brains of the paedophiles he studied were wired differently to non-paedophiles - something he describes as effectively a "cross-wiring" of the brain. "It's as if, in these people, when they perceive a child, it's triggering the sexual instincts instead of triggering the nurturing instincts," he says.

He also says that convicted paedophiles are three times more likely to be left-handed or ambidextrous than the rest of the population - and that they are significantly shorter than other convicted criminals. It must be stressed that doesn't mean short and left-handed people are significantly more likely to be paedophiles, but these are characteristics that are generally determined during the first trimester of pregnancy - suggesting paedophilia could be determined at the same time, Cantor says. A possible cause may be maternal stress or malnourishment."

That's a very interesting article, dotr. Thanks for posting it. Here is another one from a couple of years ago along the same lines. Of course, this information will be used by those who want to lower the age of consent. I hope that agenda never succeeds. But the information can be used to help pedophiles who want to resist their urges without being demonized. An interesting statistic in this article is that 50-60% offenders are pedophiles, and the rest have sexually abused children for reasons other than attraction.

Poirier left the Jehovah's Witnesses soon after her ordeal, as did her father. Benoît Poirier said he's never recovered from seeing his daughter treated the way she was, and he's encouraging others to come forward with their stories.

"You're not sullying the organization by speaking out," he said. "These people are traitors, abusers, criminals.… They're sullying the organization with their actions."

Poirier has since taken her case to police in Laval, Que.

Hunt for Suspected Serial Child Molester Haunts U.S. Marshal

One of Agency's "Most Wanted" may be living in SD

For Deputy U.S. Marshal Tom Maranda, his only mission is to catch McLean.

“I really dislike this guy. I really do,” Maranda said.

He says the elusive child molester has been on the run since 2005 when one of his victims confronted him.

“He had molested her dozens of times. Over a hundred times,” he said.

But Maranda says the string of victims goes back decades

“The part that literally at times keeps me awake at night is…he's not going to stop,” Maranda said. “This guy is predator through and through. The longer I don't find him, the more victims he's adding to his list.”

McLean was a Jehovah's witness -- using the religious community to lure his targets. He'd say things like, “We're members of the same church. Why don't you let me take your kids camping?”

10News asked Maranda what made this particular fugitive so hard to find.

“People trust him because they don't view him as threatening,” he responded.

Maranda described McLean as plain looking, soft spoken, and unassuming, so he can blend in almost anywhere.

“This guy could stand behind you at Walmart and you wouldn't look twice at him,” Maranda said.

[h=1]Frederick Cecil McLean[/h]Widely believed by cops to have sexually abused several children—one as young as five years old—Frederick Cecil McLean has been in hiding since 2005 when US Marshals issued a warrant for his arrest in California.
Police say this 64-year-old alleged serial pedophile first started molesting children at the age of 28, when he was in San Felipe, Mexico.
"One of the victims claims that McLean molested her over 100 times between 1991 and 1996," says a US cop.
With strong ties to the Jehovah's Witness church, McLean is believed to have used the institution to get close to children so he could abuse them. As the owner of a successful car restoration business, he is believed to have sold all of his assets after being confronted by his family.


Toronto cops say he may have fled to Canada several years ago, with hundreds of thousands of dollars in cash used to hide his identity.
This suspect is considered armed and dangerous. He's been known to use a half-dozen different variations of his name, such as "Frederick McLain," and several websites have been launched to track him down.
McLean is the only person on this list who does not hold Canadian citizenship. However, it's possible he's living in the country.

The U.S. Marshals Service found fugitive Frederick McLean's decomposing body in a South Carolina home on Nov. 6 after the criminal had been on the run for 16 years. A neighbor had conducted a welfare check on the 70-year-old man who had been living under the name James Fitzgerald and discovered his body inside his home in Seneca, South Carolina, before contacting authorities, U.S. Marshals said Friday.

''U.S. Marshals said McLean was wanted by the San Diego Sheriff’s Department in California on multiple counts of sexual assault on a child and was deemed a high risk for sexually assaulting young girls.
