Upon calling that number, the female they spoke to claimed she was Helen Dillon. They asked the person on the phone to come in person to any local Redding police station, but as of Saturday afternoon she has not been seen.

Seems like LE needs to go to HER! If she was a convict, they would find her asap using that cell ping. Since somebody reported where she could be found, but only a phone number, they could be a perp throwing police off track or slowing things down. MO
