Are you aware of any “special circumstance” laws in California that mandate a harsher sentencing?

Do you know if only being back to California from PA less then a year grants any special circumstances for being a Pennsylvania resident Murdered in another state?

I plan to go out to California to advocate for James. Do you have any special tips/suggestions on best protocol when interacting with the “homeless” so they do not see me as a threat? I do not want to harass them or check if they have warrants on them. I just want information they may have on what actually happened.

last is do you have any suggestions for the best tools to use in keeping his case in the communities eye? I made bright T shirts, making plastic weather proof tip cards and looked into a mass mailing- but the mailing was way out of my fundraising budget.

Apparently James is not the first victim found in this waterway. There have been six suspicious deaths since 2009. There are some private investigators working the case, have you been in touch with them?

I just read the comments section on the documentary posted above "Everyone Counts" - have not watched the actual doc yet, definitely a little concerning.

I would not go to California and attempt to question the homeless camps in the area alone, perhaps you could find the local shelter and find someone who is familiar with the people that might be willing to help you.

I have spent hours trolling through every comment looking for info posted that was not released etc.
sadly the documentary is NOT well known about by many in the immediate surrounding area I have been trying to get it shared…. Even offered a gift card to the person who shared it the most…amazed no takers. ‍♀️

You've provided a great deal of information that is extremely useful. It sounds as if James was a good soul who found himself living in a high risk environment. It sounds like his big heart might have got him in to trouble, as often is the case.
In my humble opinion (IMHO), LE (law enforcement) should be able to solve this one quickly, teaming up with a rational and invested family member. (You). You've been transparent and provided alot of good information to send them in the right direction.

People in encampments are loathe to "snitch" on anyone, for fear of retribution. If LE is willing to help them in exchange for testimony, there is a good possibility of conviction. I hope they will do this. It sounds like LE in that area has some "cleaning up" to do, and let's hope the heinous crime perpetrated on James will be the catalyst for that.

My humble advice is the same advice I give all family members in this type of situation. Often family members develop an adversarial relationship with law enforcement. It is a natural reaction, because the anger of losing a loved one has no place to land. You are livid, but you don't have a face/name to anchor that anger to. As such, often that anger lands on LE because of the time it takes to obtain justice. I always encourage families not to fall in to that trap. LE should be your respected, best friends. You need to be a team in lock step. If not, the Perp wins.

Have you or your PI been in contact with the mother that is posting in the comments section? Wondering if she has any additional information that could help you. Unfortunately it seems that these cases are not getting the attention that they might require. Have any additional agencies been consulted by the local law enforcement agencies that you are aware of?

Thank you. Honestly I was VERY loyal to the law enforcement team working on James’s case…. Until they lied to me more then once.

I understand there are times when information can not be shared, but then at least pretend like you are telling me something even if a whole lot of nothing.

I know James’s case is not their ONLY case, but they can refine their personal interaction with family members skills to kindly shut us up, give a shred of hope or ask us to do something “helpful” that may be useless and time consuming but that will get us out of their hair and make us feel like we are helping.

But do NOT lie to me. Trust is a major two way component with family. If I cant trust you,

I also just read that the Bear River Campground was evacuated there during this time period because of fires. Is this where James was staying at the time? Do you know if any of his personal effects were recovered from his camping area?

I have been advised by LE they have yet to locate James’s camp site/location. Or his personal items.

When I spoke to a local homeless resource they found that very odd and that tent people know tent people and his last location should not have been that difficult to nail down.

I am a realist (99.9% … with .01% blind hope that humanity is not as ugly as they actually are.)

I do not expect to locate anything of James’s where it was last located. I am sure his items have been either absorbed into the tent community or are where he was murdered or have been discarded and yet to be discovered.

That is one reason I want to go out to Cali. James is/was one of their fellow tent residents who ended up murdered. I am a brutally honest person who speaks my mind
but if knowing my literal survival/life depends on my sharing any info I know is a natural instinct of self preservation to say nothing… no matter how much you loved an individual. Yes, most people wrapped up in their own lives do not realize, life can get much worse then just being homeless.

I want to connect is some way… a way I wish someone would have done for James?
They are the people who most likely know what happened and/or where it started/happened.

I want them to know I do not want to expose them, harm then or make life harder to satisfy my inquiry. Information can be anonymous, written on a napkin or inside a box from a lunch I have sponsored and personally served… with small free resource kits with free pens or pencils, band aids, nail clippers, a comb or what ever items the local homeless resources would recommend as most needed for the population.

I do not want to go into the camps alone and yes I am stupid at times, but know camps are not the place for a camp life naive bleeding heart like me.

Your county's Prosecuting Attorney's office, and Placer County's, (probably) have a Victim Advocate:

That office can help you sort out options and connect with resources useful in your search.

OR at least delaying cremation!

I'd recommend staying home, and relying on the systems in place, at least for a while.

which mother are you referring to? Incase I missed it. I have been VERY hesitant to reach out to the families only because I do not know their stage of the grieving process they are at, I do not want to re traumatize them if they have clawed their way to be able to function again.

I am an advocate by nature and before becoming medically retired I would advocate for my Veterans and their healthcare needs…. So I am annoying by nature…. I have seen so many posts complaining about the lack of progress, wanting to involve the FBI, etc….
I made a “kind” post on how government will NOT reopen closed “solved” cases unless they are forced to by the outcry of the masses. Stressed they need to PEACEFULLY gather and request this with a media blitz.

It blew my mind when a response said posting as they did was how they advocate and that the involved families may not want to make a spectacle.

Is it that they are so conditioned by local government to chew and swallow what they are told and not push the envelope?

Are they exhausted from fighting and not getting anywhere and have given up?

Could they not have the skills necessary to properly advocate and become a pleasant yet uncomfortable thorn in the cogs?
Not saying they are “uneducated”, saying everyone has their talents. I can advocate like a bear, but if I had to cook “real” food to save my life….I am not going to accomplish anything. I am the officially designated paper product bringer to ALL events. Truth! Lol

There were outcomes that are stated at the end of the documentary of what happened to some of the law enforcement who were actively involved during the time frame.

To my knowledge the “closed” cases were never reopened. BUT the documentary does mention the State coming in and questioning where a victims cell phone was that was documented into evidence but not there. It will amaze you that the phone was eventually found under a seat in a LE vehicle…over a year later‍♀️

in addition, I feel maybe because doing so and finding they were negligent would open them up to lawsuit from over 10 families.

I am more then willing to help organize the families, offer shared support-I need it just as much, follow up on the steps and red tape required to have the cases reopened… but have mot been taken up on it. I do not believe my nephew was the victim of a “serial killer,” but I will never say the events or actions may not have been committed by the same residents or their sadistic cohorts.

I will stand with them if they want because one thing I am 110% certain of is WE have all lost a loved one whom society felt were not of the social class to open a full blown investigation. I will stand with them because my late husband was a Vietnam Vet and schooled me on government and how they will get away with as much as they can and not have to act until there is PEACEFUL public out cry… The government works for US… but people forget that because they are conditioned to not step outside their comfort zone. The old saying….”Let sleeping dogs ly” or “Dont look for trouble” come to mind.

if I have not answered a post please call my attention to it. As you now can tell without a doubt I am passionate about finding not only Justice for James, I am passionate about voices being amplified and listened to.
