I think she may be a good match for either of these Doe's:

Alameda County Jane Doe (1983)
Websleuths thread

Sex: Female
DBF: January 4, 1983
Location Found: Castro Valley, California (~1.25 hours to Cotati)
PMI: None given
Race / Ethnicity: Uncertain
Estimated Age Group: Adult - Pre 30
Estimated Age Range (Years): 20-30
Estimated Height: 5' 6"
Circumstances of Recovery: Human bones found in a creek bed. Possibly Asian

The OP of this UP's websleuths thread also thinks it may be Jeannette but I'm unsure if they submitted or got a response back. Even though this body was not found near the other SR victims, it was found in a creek bed which would match the method of disposal.

Lake County Jane Doe (1979)
Websleuths thread
Sex: Female
DBF: September 18, 1979
Location Found: Lake Country California (~1.5 hours to Cotati)
PMI: 1976-1979
Race / Ethnicity: Multiple
Estimated Age Group: Adult - Pre 40
Estimated Age Range (Years): 25-35
Estimated Height: 5'1-5'4"
Hunter found skeletal remains Between mile marker .80 and mile marker .83

The exact location for this UP is a bit hard to pin down because I am unsure what Highway they were found on.

This is fantastic information Heartanium. Both of these would line up with travel routes of the SRM killer. Probably more so the Castro Valley, but certainly Lake County as well.

Both of these unidentified sets of remains could probably be identified through some of today's DNA test methods.

Unfortunately, there is not a lot of information available on either of them, and they are only partial skeletal remains.

New to this case. Did the friend not tail the vehicle that picked Jeannette up, or did she think nothing of it at the time?

If Jeanette was a victim of the SR Hitchiker killer, then she's probably still to be found in that area. I dont have the map in front of me, but from recollection all these victims were dumped within a 10 mile or so radius from downtown Santa Rosa.

Tell me #49 isn't Jeannette..

Good shout! There is a definite likeness. #49 has stronger eyebrows, but if you told me that was a photo of Jeannette, I wouldn't have much reason to doubt it.

Yesterday I submitted Phelan Jane Doe as a possible match for Jeannette to Doe Network. Age and height ranges are correct (18-25 vs 20, 5'2-5'4 (estimated) vs 5'5). JD is of non-European descent, possibly Asian or Native American; Jeannette is Native Hawaiian, though is erroneously listed as Asian on some sites. Jeannette had a dental bridge, though it is not listed where; one of JD's teeth was only root. JD died 1963-1973, though likely sometime 1971-1972. Jeannette went missing 11 months before JD was found

I received this response from Doe Network yesterday evening:
"Thank you for the suggested match. I don't show any comparison of these having been done so I will have our panel look at it. If [it] is proven to be a positive match, I will contact you further."
