I agree, out of service is a term that leaves a lot of room for interpretation.
I think my initial guess would be that it means out of service area, as in, not able to communicate with any towers so there is no way to call/text/connect from both the outgoing and incoming sides.
Although, I’m not sure how one would know this as the party trying to contact a cell that was out of service- I’m pretty sure it would still go to voicemail. Which- I don’t know that we’ve been told that Kiely’s phone isn’t going directly to voicemail. It could be, and the message put out by LE is simplified to say it is “out of service.” Just my opinion and thoughts on it.

ETA- I wouldn't be surprised if Kiely’s parents havr some way to at least see her location occasionally, using some type of “find my location” service via her cell. I know this isn’t universal with teens and parents, but with her being relatively young still, it may be something they utilized.
But even if this was the case- I definitely believe if the phone was out of network (aka out of service) then the location feature would be relatively useless, other than potentially telling them her last location before the cell lost service.

It is a crime to get a tattoo in CA if under age of 18yo....


In fact, according to Penal Code 653 PC, it is a crime to “ink” or administer a tattoo to a minor under the age of 18.

A violation of this code section is charged as a misdemeanor. The crime is punishable by:

  • custody in the county jail for not more than six months; and/or,
  • a maximum fine of $1,000.

How old do you have to be to get a tattoo in California?
I actually am shocked to read this. I won't even guess how many Under 18'ers should be charged. I don't think this law is followed very well or wasting the courts time on this. IMO.

"out of service" could mean a lot of things including that it was prepaid and had run out but that's not necessarily the most likely

These situations with someone and their vehicle missing from a party almost always end up fatal crash in a hard to find location (typically water) but sometimes overdose in a hard to find location and sometimes murder, car abandoned with body inside but there's usually someone with an obvious motive, especially in a social situation like this where there wouldn't be strangers I'm assuming, but I guess there could have been other campers who weren't part of the party. I wonder if there are valid reasons her friend suspects foul play.

However unlikely, It would be great if she just went on a road trip and she hasn't heard yet that there's an investigation.

This MSM report from ABC 10 says police are treating Kiely's disappearance as an abduction. This is the first time I've heard LE use the word "abduction." I don't see any specific information in the report that would lead investigators to believe this...but maybe not sharing all the info they have.

Yeah, "abduction" is definitely new language surrounding her disappearance. From your link-
"A spokesperson for the sheriff's office said deputies are treating the case as an abduction because Rodni's car hasn't been found yet despite the resources they've dedicated to the search."

That seems like an unusual reason for it to be treated as an abduction- her car not yet being found- but maybe not?

I think if LE doesn’t have any evidence that she planned to run away, they are wise to treat it as an abduction. Better safe than sorry.

I'm going to guess that this law may be mainly used by parents who find out their child got a tattoo without their permission and want the person who did the tattoo punished. I'd be unhappy if my minor child got a tattoo and I had no idea about the hygiene and safety of the person doing the tattoo. Unclean needles can spread disease.

Have we heard anything about water searches? Just about every case like this I have followed where there's some sort of a gathering and then a missing person/car, has ended just the way you'd expect.

Given the circumstances, I think that's far more likely than an abduction, unless law enforcement does in fact have something solid that is making them lean that way.

I need to correct my comment. Her cell phone is not down, it is out of service.

I don't think it is a case of calls going to voice mail. moo

When a cell number is temporarily out of service, it means that the cell phone attached to the number is unable to connect to the carrier network.

When I'm traveling in remote areas I have had a "no service" message at the top of my phone. It's not that unusual in remote areas. I always hate when it happens though. It feels kind of isolating when your traveling and couldn't call for help if you break down.

I think her friend has an interesting theory.

Rodni's friend, Sami Smith, was with her most of the night. She said that Rodni was planning to spend the night at the campground.

"I know that she wasn't in the right mindset or state to drive. And if she were to have driven, she wouldn't have made it far," Smith said. "So my concern is that somebody might have offered to drive her home and then didn't take her home."

If Kiely was planning on spending the night at the campground (camping gear?, partying through the night?, what was the arrangement) and let's say she wasn't feeling well and wanted to go home instead....why didn't she tell her friend she was leaving? At what time did her friend saw her or spoke to her the last time?

Wouldn't it be far more logical Kiely would want to "sleep it off" right there and then (in a tent, in her car?) instead of confronting her parents in the mids of the night in "the state she was"? No need to leave.

I totally agree with you @kccorona There is no logic in calling it an abduction because her car hasn't been found. Maybe bad wording/bad reporting?

I don't know when she got that tattoo. Considering her age not a long time ago I guess. Maybe she is or became a fan of XXXTentacion. Wikipedia

Apart from that the fact that the 17 tattoo has a lot of (mostly) positive meanings. Naming the (a) tattoo is helpful in identifying persons, but as it is on her rib cage (and not visible for everyone) it's mostly "useful" if she is found unresponsive or deceased.

Police in the area are now treating her disappearance as an abduction <could be but no official statement about that from LE, at least I didn't see it> and are asking for anyone with information to come forward.

Kiely's phone has been out of service since she left the party, which leads police to believe she was abducted. <doubtful, out of service could have many reasons> Her car has still not been found either.

Police believe Kiely was abducted because her car has still not been found, and because her phone is out of service.

Kiely's parents run this small hotel, The Lost Trail Lodge, 12 miles from where she was found. It's unclear if anyone was staying at the lodge on Friday, when she vanished

Pursuing the case as an abduction opens a lot more resources, so that may be the reason they're going in this direction.

Yes, I think you are right about this. The thing is....are they going in this direction and if so why haven't they made a public statement about it? Only media has referred to LE stating this so far. Maybe it's coming soon. Better....she is found soon.
