They are waiting.... telling drivers to turn off cars so they don't run out of gas or something.

sent the dog in then rushed him, all done.

no shots fired, nobody hurt, works for me.

They got him.

Apprehended. Bunch of officers and K9 rushed the car. The reporters said they’re getting a medical kit, that maybe he have sustained a dog bite.

They way they're reacting medically I almost wonder if he's got a significant injury. Could he have self-inflicted & that's why they sent the dog?

Maybe he did self inflict...hmmmm

ETA:

Guess not:
“A driver who struck a pedestrian in a stolen vehicle during a wild, three-hour multicounty pursuit has stopped along the 5 Freeway at Camp Pendleton and was in a standoff with the California Highway Patrol Thursday afternoon. Officers could be seen approaching the vehicle with a K-9 unit about 2:13 p.m., removing a man from inside and placing him in handcuffs.“

They did remove him in handcuffs and then moved him onto the grass. They are exceptional officers. That's amazing. CHP gets all the props from me.

That's a lot of used dressing in that bio-hazard bag. He's obviously bleeding profusely. Kinda looks like he's sitting up though?

Sounds like doggie took a chunk out? I saw them pulling the dog away rather quickly...

Definitely sitting up, walking and conscious but it was clearly a head/facial injury so that's why the heavy bleeding. I'm guessing that he either got hit when they broke the window out and/or the dog bit him.
