I find it strange that his "brother" wasn't able to tell LE who he was. I am guessing that by the time LE figured out that both the UID and the "brother" were using fake names, the "brother" disappeared.

Given attitudes in the 70's I wonder if they were a same sex couple and not brothers; adopting that explanation and new names would possibly have added a level of protection to their story.
