From the third link:

“The epidemic of typhus in Los Angeles, California has spread from homeless encampments to City Hall. Local authorities say they are trying to address the problem, but critics point to mountains of trash lining the streets.”

This is similar to the Hepatitis A outbreaks in San Diego and other places which often strike / originate in areas where the homeless are prevalent:

No mention in article on how climate change would be a factor

"The reason for increased typhus numbers is uncertain..." But then goes on to mention climate change as a possibility. The article doesn't appear to mention any reason for that assumption.

Poverty is a leading factor.

It mystifies me why the richest nation on earth has people living in the streets.

LA is a sanctuary city, so many illegals are unable to find proper housing without paperwork.
Also, due to the great numbers of house flippers/investors over the past two decades, the price of housing is no longer based on needs of the market, but on profit margins. Thus, a huge number of people cannot afford the cost of a typical rental.
Sad... but true.

Climate change actually could be a factor! The bacteria Rickettsia typhi spreads in warm environments, showing up usually in Hawaii and Texas. With the warmer weather and a lack of a proper freeze in a lot of places due to climate change, the bacteria can spread further, reaching cities further north. I'm not saying it's the only reason, but warmer weather in addition to a slacking sanitation system and an increase in homelessness makes the perfect environment for this disease to thrive.
